RECOMMENDATION
It is recommended the City Council adopt the attached Second Amendment to the Fiscal Year 2015 Salary Resolution No. 2014-108.
EXECUTIVE SUMMARY
The Second Amendment to Salary Resolution No. 2014-108 modifies the Bilingual Certification Program for the Police Cadet series; adds the new classification of Payroll Manager in Exhibit 2, Unit 2, Non-Represented Management and Confidential Classes; and reflects salary adjustments which have been negotiated with respective bargaining units.
BACKGROUND
The Salary Resolution of the Council of the City of Fresno establishes rules for the application of City employee compensation rates and schedules and related requirements, as well as exhibiting the compensation rates which have previously been authorized by Council in resolutions of Memoranda of Understanding.
Following is a summary of changes incorporated in the Second Amendment to Salary Resolution No. 2014-108:
A. In section 17 - Language was added to the title to clarify that it applied to Permanent classes in Exhibit 2, Non-Represented Management and Confidential Classes.
B. In Section 21.A - Language has been added to include the Bilingual Certification Program for the Police Cadet series, effective August 25, 2014.
C. In Exhibit 2, Unit 2, Non-Represented Management and Confidential Classes, the classification of Payroll Manager has been added, effective December 18, 2014.
D. In Exhibit 3 - Unit 3, Non-Supervisory White Collar (FCEA) is amended to correct clerical errors salaries for the Commercial Building Inspector and Senior Commercial Building Inspector, effective August 25, 2014. On August 21, 2014, Council approved the First Amendment to the Fiscal Year 2015 Salary Resolution 2014-108.
E. In Exhibit 4 - Unit 4, Non-Supervisory Police (FPOA), is hereby amended to delete the salaries for respective classes in the said exhibit that were to be effective January 1, 2015, as required by the adoption of the Memorandum of Understanding between the City of Fresno and the Fresno Police Officers Association, effective September 11, 2014.
F. In Exhibit 9 - Unit 9, Police Management (FPOA), is hereby amended to delete the salaries for respective classes in the said exhibit that were to be effective January 1, 2015, as required by the adoption of the Memorandum of Understanding between the City of Fresno and the Fresno Police Officers Association, effective September 11, 2014.
All of the affected bargaining units were noticed of the above changes as they were negotiated and included in their respective Memoranda of Understanding. In addition, the City Attorney's Office has reviewed and approved as to form the attached Second Amendment to Salary Resolution No. 2014-108.

FISCAL IMPACT
All salaries have been accurately reflected in the FY 2015 Adopted Budget, i.e., the cost of the Memoranda of Understandings and the correct salaries for Commercial Building Inspector and Senior Commercial Building Inspector. The addition of the Bilingual Pay Program for Police Cadets has cost $1,200 for a full fiscal year per each eligible employee.
