ANDERSEN, PE, Assistant Director Public Works Department, Capital Management Division BY: RANDY BELL, PE, Capital Projects Manager Public Works Department, Capital Management Division SUBJECT ..Title Approve an agreement with Fehr & Peers in the amount of $202,000 plus $25,000 for contingencies to provide professional services for the City of Fresno Active Transportation Plan including the Bicycle, Pedestrian & Trails Master Plan Update (Citywide) ..Body RECOMMENDATION Staff recommends that the Council approve an agreement in the amount of $202,000, plus $25,000 for contingencies, with Fehr & Peers for the preparation of the City of Fresno Active Transportation Plan including the Bicycle, Pedestrian & Trails Master Plan Update (ATP/BMP), and authorize the Public Works Director or his designee to execute the Agreement on behalf of the City of Fresno. EXECUTIVE SUMMARY This agreement with Fehr & Peers will prepare the ATP/BMP throughout the metropolitan area of Fresno. This document will assist the City in competing for the State Active Transportation Program Grants and will meet the requirements of Measure "C" by updating the Bicycle, Pedestrian and Trails Master Plan. The document will build upon significant planning efforts of the past few years such as the 2035 General Plan, Fresno Downtown Plans, Bus Rapid Transit, Development Code Update and the recently started Southwest Fresno Specific Plan. The ATP consultant team will coordinate closely with the City's Parks Master Plan Update, conduct a significant community engagement effort and also collaborate with the City to form a Stakeholder Advisory Committee (SAC). Final deliverables in the ATP will include the recommended network, policy and program recommendations, a safety education outreach plan, a prioritized project list and an implementation plan including capital cost estimates, financing and maintenance considerations. The final plan will come before the Planning Commission and then return to the Council for consideration and adoption. BACKGROUND The Public Works Department is developing an ATP and is updating its BMP. The purpose of this project is to develop an ATP in accordance with State Guidelines to enable the City to qualify for funding under the Active Transportation Program and to update the City's BMP in accordance with Measure "C" guidelines. This document will build upon the goals and policies established in the 2010 BMP and the 2035 General Plan. Fresno is striving to provide alternative modes of transportation to create a more sustainable healthy and economically viable community. A well-developed system of bicycle and pedestrian facilities is a critical component in our efforts to achieve that goal and create a high quality of life for our residents. Staff advertised for proposals on August 28, 2015, and received proposals from two consultants interested in providing services for this project on September 18, 2015. In accordance with Administrative Order 6-19 and the Local Assistance Procedure Manual, both consultants were interviewed. Based on the interviews and proposals, staff has selected Fehr & Peers of Roseville, CA. A fee of $202,000, plus $25,000 for contingencies, was negotiated to prepare the ATP/BMP. ENVIRONMENTAL FINDINGS By the definition provided by California Environmental Quality Act (CEQA) Guidelines section 15378, this item does not qualify as a "project" for the purposes of CEQA. LOCAL PREFERENCE Local preference was not implemented based on conditions of the federal funding. FISCAL IMPACT The City was successful in receiving an ATP grant for this project. Federal ATP funds, Measure "C" Bicycle Lane and Measure "C" Pedestrian Trail funds will be utilized for this project, which was included in the FY2016 annual budget previously adopted by the Council.
