REPORT TO THE CITY COUNCIL March 26, 2015 FROM: KERRI DONIS, Fire Chief City of Fresno Fire Department SUBJECT ..Title Actions relating to 2014 Cycle State Homeland Grant Program Fund 1. Authorize acceptance of fiscal year 2014 Cycle State Homeland Security Grant Program Funds, through the County of Fresno ("County") in the amount of $145,000 2. RESOLUTION - Authorizing the application for and acceptance of FY 2014 Cycle U.S. Department of Homeland Security/Office of Domestic Preparedness "State Homeland Security Grant Program" Funds, through the County of Fresno, and authorizing completion of required documents 3. ***RESOLUTION - 40th amendment to the Annual Appropriation Resolution ("AAR") No. 2014-95 appropriating $145,000 from the State Homeland Security Grant Program to the Fire Department to provide equipment and support of the community emergency response team (Requires 5 affirmative votes) ..Body RECOMMENDATION Staff recommends that Council authorize the acceptance of FY 2014 State Homeland Security Grant program fund totaling $145,000 through the County and adopt the 40th amendment to the AAR to appropriate funds into the FY15 Fire Department budget. EXECUTIVE SUMMARY The Fire Department participated in the annual State Homeland Security Grant Program process with other County public safety and law enforcement agencies and has been awarded $145,000 for equipment purchases, training and support of the community emergency response team. An adopted Council resolution is required to enable the Fire Department to process the grant and receive payment of the grant funds. There is no match requirement. BACKGROUND State Homeland Security Grant Program funding has been made available through the U.S. Department of Homeland Security Office of Domestic Preparedness. The Fire Department was included in the grant process, along with other County public safety and law enforcement agencies. The Fire Department was awarded $145,000 toward the purchase of radios, a thermal imaging camera and a generator ($107,000), incident response and command training ($22,300), and for salaries and benefits in support of the community emergency response team ($15,000). City Council approval is required to enable the Fire Department to process the grant, to allow the Fire Chief to sign all required grant documents and to receive payment of the grant funds. ENVIRONMENTAL FINDINGS This is not a "project" for the purposes of CEQA, pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local Preference was not considered because accepting the funding award and amending the AAR do not include a bid or award of a construction or services contract. FISCAL IMPACT There is no net fiscal impact to the General Fund. All expenditures will be fully reimbursed from authorized grant funding. There are no future obligations once the performance period has expired and all funds are expended.
