RESOLUTION - Approve an amendment to Resolution 2015-83 of the City Council of the City of Fresno, California, designating Huntington Boulevard, which Includes all properties described in Attachment A, as a Local Historic District

RECOMMENDATION
Staff recommends that the City Council adopt the amended resolution which includes a revised Attachment A to Resolution No. 2015-83 which was previously adopted at the May 21, 2015 Council hearing designating the Huntington Boulevard Historic District.
EXECUTIVE SUMMARY
On May 21, 2015 the City Council on a vote of 7-0 approved the designation of a Huntington Boulevard Historic District. Pursuant to FMC 12-1613(b) the Council used its discretion to modify the recommendation of the City's Historic Preservation Commission by stipulating that any boulevard property owners wishing to "opt out" of the District could do so by stating their intent on the record or by submitting a notarized form to the City.
On May 29, the Development and Resource Management Department sent a letter to all of the 122 property owners explaining the actions of the Council, the benefits of listing within a historic district and providing property owners with a form that they could submit should they wish to be excluded from the District boundaries. By June 30, 2015, 38 property owners, representing 37 residential buildings and one vacant parcel, had responded with a notarized request to be excluded. These properties were henceforth removed from the District which has been redrawn to include 84 parcels, of which 80 are contributors and 4 are non-contributors. Attachment A to the May 21st resolution has been amended to reflect these changes.
BACKGROUND
City Attorney has reviewed and approved to form. For more detail please see attached staff report from the May 21, 2015 hearing.
ENVIRONMENTAL FINDINGS
The amendment of an attachment listing designated historic properties is not a "project" for the purposes of the California Environmental Quality Act ("CEQA"), as it will not result in a direct or indirect change in the environment.
LOCAL PREFERENCE
Local preference was not considered because this item does not entail a bid or award of a construction or services contract.
FISCAL IMPACT
There is no additional impact beyond the expenditure of staff time.
