REPORT TO THE CITY COUNCIL August 20, 2015 FROM: BRUCE RUDD, City Manager City Manager's Office SUBJECT ..Title RESOLUTION - Amending the Enterprise Accountability and Oversight Act ..Body RECOMMENDATION It is recommended that Council adopt the resolution amending the Enterprise Accountability and Oversight Act. EXECUTIVE SUMMARY The Enterprise Accountability and Oversight Act ("Act") was adopted by Council on March 9, 2015, by Resolution No. 2015-34. The Act established an Oversight Board to provide third party oversight of large capital projects. The Act requires all members of the Oversight Board to have construction experience. While this expertise is beneficial, it is also valuable to have the flexibility to appoint one member of the community on the Oversight Board who is not required to have construction experience. Therefore, it is recommended Council adopt the resolution amending the Act to state that one of the Mayor's two appointments may be a member of the public without the required construction experience. BACKGROUND The City Attorney has reviewed and approved the resolution as to form. ENVIRONMENTAL FINDINGS This is not a project for CEQA purposes.
