Approve Sub-Recipient Agreement with the Fresno Area Workforce Investment Corporation totaling $1,249,432 2. ***RESOLUTION - 26th amendment to the Annual Appropriation Resolution (AAR) No. 2019-133 appropriating $1,249,400 for the TCC grant (requires 5 affirmative votes) (Subject to Mayor's Veto). ..Body RECOMMENDATION Staff recommends that Council approve a Sub-Recipient Agreement with the Fresno Area Workforce Investment Corporation for the WFATT training program, adopt the 26th amendment to AAR No. 2019-133 appropriating $1,249,400, and authorize the City Manager to execute all related documents to the administration, modification, monitoring and closeout of the Sub-Recipient Agreement for the WFATT program. EXECUTIVE SUMMARY On February 28, 2019, the City Council unanimously voted to approve a Master Grant Agreement (MGA) with the Strategic Growth Council (SGC) for the TCC grant award with the understanding that the Sub-Recipient Agreements between the City and Partners who will be receiving funds to implement components of the Transform Fresno Plan would be brought forward for subsequent Council consideration as they meet the required SGC readiness thresholds and receive a notice to proceed from SGC. The WFATT project has met the necessary thresholds and is ready to begin implementation. BACKGROUND The Transform Fresno Plan was created by a participatory steering committee comprised of community stakeholders from the Chinatown, Downtown and Southwest Fresno neighborhoods. On February 28, 2019, the City Council unanimously approved the MGA which binds the City and SGC with the understanding that Sub-Recipient Agreements between the City and Partners who will be receiving funds to implement components of the Transform Fresno Plan would be brought forward for subsequent Council consideration as they meet the required SGC readiness thresholds and receive a notice to proceed from SGC. The project referenced below has met those thresholds and is ready to begin implementation: West Fresno Advance Transportation Technical (WFATT) training program The project will focus on building a workforce with the skills to operate and maintain advanced zero and near-zero carbon emission vehicles. The project will recruit and train 200 qualified residents -approximately 50 qualified participants per year- of which 80% will be residents from the West Fresno 93706 and the Downtown and Chinatown 93721 zip code areas. Project will include a full recruitment plan; case management, job readiness, support services, and Individual Employment Plans for enrolled participants; certified training from United Truck Driving; and job placement services at a 95-100% rate. Fresno Area Workforce Investment Corporation (FAWIC) and WFATT will also conduct heightened outreach to additional local employers that currently use or are interested in using low/zero emission vehicles to increase awareness on the availability and benefits of zero emissions vehicles for the trucking industry. FAWIC will provide program management, contracting, monitoring, and reporting support for the project. ENVIRONMENTAL FINDINGS This project is statutorily exempt from CEQA because it is not a project pursuant to Public Resource Code Section 21080.35(a) as this project proposes a community based training program. LOCAL PREFERENCE Local preference was not considered based upon conditions of state funding. FISCAL IMPACT There is no impact to the General Fund. Funding for Transform Fresno Plan projects will be distributed on a reimbursement basis. Attachments: 1.
