SPEES, Director, Strategic Initiatives Office of the Mayor & City Manager SUBJECT ..Title Approve an Amendment to the Agreement with Kings View Corporation extending the time of performance to June 30, 2021, and increasing the contract value by $54,936, for a total contract amount of $726,883 for homeless outreach and assessment services ..Body RECOMMENDATION Recommend Council approve an Amended Agreement for Homeless Outreach and Assessment Services between the City of Fresno (City) and Kings View Corporation, a California Corporation (Contractor) for homeless outreach and assessment services under the Homeless Emergency Aid Program (HEAP) in the amount of $726,883 effective August 1, 2019 through June 30, 2021. EXECUTIVE SUMMARY On July 25, 2019, the City awarded a contract to Kings View Corporation for homeless outreach services under the Homeless Emergency Aid Program in the amount of $671,947 for an eighteen (18) month agreement, effective August 1, 2019, through January 31, 2021. The City now desires to extend the agreement to June 30, 2021, an additional five (5) months; and increase the budget by $54,936, for a total budget amount of $726,883. The extension will align this agreement with the other service contracts funded the under the Homeless Emergency Aid Program. BACKGROUND On December 20, 2018, the State of California Coordinating and Financing Council awarded the City $3,105,519 under the Homeless Emergency Aid Program (HEAP). On March 14, 2019, the City Council approved a spending plan to fund five (5) homeless services projects, among them this contract for Homeless Outreach and Assessment Services. Responsibilities of the HEAP Homeless Outreach and Assessment Services Contractor include: 1.) Working with the Fresno Police Department's Homeless Task Force, the Coordinated Entry System, and homeless service providers network in resolving encampments and effectively engaging and stabilizing the most vulnerable and at-risk homeless individuals to help prevent the harmful effects of homelessness; 2.) Connecting homeless individuals and families with services that may include screening, assessment, crisis intervention, community referrals and linkages to the new Triage Centers, and short-term/brief case management; 3.) Community outreach, engagement, education and prevention to those potentially in need of services for mental illness and/or co-occurring substance use disorders; 4.) Assisting with providing transportation services, diversion services, and housing placement when appropriate. This contract was put out to bid as required by the City's procurement process, providing potential contractors the opportunity to present proposals. One proposal was received. A Selection Committee was created, comprised of representatives from the Fresno Police Department; the Fresno/Madera Continuum of Care; the Community Action Partnership of Madera County; Mayor's Office; City Manager's Office; and the City's Finance Department/Purchasing Unit, which met to discuss and review the proposal. The committee members evaluated the proposer on the ability to meet the stated service requirements, cost associated with providing services, past performance and experience, conformance to the terms and conditions of the RFP, and other related information provided by proposer. The Committee affirmed Kings View Corporation as qualified. City Attorney has reviewed and approved Exhibits A and B (see attached). ENVIRONMENTAL FINDINGS This item is not a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Local preference was not implemented because this is an amendment to an existing agreement. FISCAL IMPACT There is no increase in net City cost associated with the recommended action. There is no matching contribution requirement for these funds.
