EXECUTIVE SUMMARY The Department of Public Works, Street Maintenance Division and Facilities Division seek to purchase three Altec bucket trucks to maintain lighting infrastructure. The new units will be purchased as replacements through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA). BACKGROUND The Department of Public Works, Street Maintenance Division is responsible for maintaining 1,740 miles of city streets and boulevards. The traffic signal and street light team maintains 500 signalized intersections and responds 24 hours a day to downed lights, electrical outages, and damage. To accomplish this mission, the Street Maintenance Division operates 14 aging trucks with the average unit being 11 years old. Currently, the Street Maintenance Division has identified two units for replacement, one standard 45-foot unit and one 71-foot unit. The Department of Public Works, Facilities Division is responsible for the continuous maintenance of buildings, parking lots, and properties within the city. As lighting throughout the city becomes due for repair or inspection, an aerial lift bucket truck is needed to reach components safely and efficiently. The Facilities Division operates one 45-foot unit to accomplish these tasks. Currently, the Facilities Division has identified one 14 year old unit for replacement. Of the three Altec bucket trucks, two will be AT40G models that have become the city standard bucket truck, offering a 45-foot working height, capable of meeting the need for most jobs. The third truck will be an AN67, which is a 71-foot working height, needed for specialized tasks. The AN67 will be replacing a unit of comparable specification, updated to the latest technology increasing safety and efficiency. The new unit will be compliant with the applicable US 2010 emissions standard, while providing improved fuel economy and power. The classes for the units identified for replacement are on a ten-year or 100,000 mile replacement schedule, which has been established by the Municipal Fleet Division as the optimum replacement time. The units identified for replacement are more than 12 years old, and have well exceeded their useful life. The Municipal Fleet Division recommends replacement based on the age and condition of the units. The total purchase price for the Altec bucket trucks is $530,700. This price includes the Sourcewell, cooperative purchasing discount applied to City of Fresno purchases, as well as sales tax at 7.975 percent. The Purchasing Division has approved this contract and recommends Council to approve. The City Attorney's Office has reviewed and approved to form. ENVIRONMENTAL FINDING By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a project as defined by CEQA. LOCAL PREFERENCE Local preference is not applicable. The City is not issuing a request for quote for this cooperative purchase agreement. FISCAL IMPACT No general funds will be used to purchase this item. The funding to cover the purchase cost of the Altec bucket trucks has been included in the FY2020 adopted budget under the operations of the Department of Public Works, Street Maintenance Division and Facilities Division. The source of funding for this project is Proposition 111 Gas Tax and Facilities operations fund.
