EXECUTIVE SUMMARY The Facilities Management Division of the Public Works Department is seeking to award a six-month contract extension for custodial services at Fresno City Hall to Lincoln Training Center of Fresno, CA (LTC). Both extensions have been utilized in 2018 and 2019, respectively, with the 2019 extension expiring in March of 2020. Due to extenuating circumstances including the COVID-19 pandemic and Facilities staffing challenges, LTC has continued to work with extensions. The Facilities Management Division of the Public Works Department is requesting a 6 month extension to be able to complete the RFP process and award a new contract. BACKGROUND On August 8, 2014 the City of Fresno posted on the City's website, RFP specifications which were distributed to ten (10) prospective proposers. A final interview for the qualifying proposers was held on December 17, 2014, at City Hall with the Evaluation Committee, which consisted of representatives of Public Works, Police, Public Utilities, Budge/Finance, City Attorney's and Finance. The Evaluation Committee was responsible for assessing the proposals and making a final recommendation to award the contract to LTC in the amount of $323,736 per year. In March 2018 Purchasing approved the first of the two extensions. In March 2019, Purchasing approved the last of the two extensions, with an expiration date of March 18, 2020. Due to staffing and other circumstances including the COVID-19 pandemic, Purchasing has extended the contract to January 31, 2021. ENVIRONMENTAL FINDINGS Pursuant to CEQA Guidelines section 15378, this is not a project for purposes of CEQA. LOCAL PREFERENCE LTC is a local business as defined by the Fresno Municipal Code. FISCAL IMPACT Appropriations are currently in the FY21 Budget for this contract, and are funded through Facilities Management ISF charges.
