REPORT TO THE CITY COUNCIL February 4, 2021 FROM: JEFF CARDELL, Director Personnel Services Department BY: SANDRA CHAVEZ MARTIN, Human Resources Manager Personnel Services Department SUBJECT ..Title ***RESOLUTION - Adopt the 3rd Amendment to FY 2021 Salary Resolution No. 2020-157, amending Exhibit 2, Unit 2, Non-Represented Management and Confidential Classes (Non-Represented) by retitling Airport Public Safety Manager to Airport Police Chief, effective February 15, 2021; amending Exhibit 11, Unit 11, Airport Public Safety Officers by retitling Airport Public Safety Officer to Airport Police Officer, effective February 15, 2021; and amending Exhibit 15, Unit 15, Airport Public Safety Supervisors by retitling Airport Public Safety Supervisor to Airport Police Captain, effective February 15, 2021 (Subject to Mayor's Veto) ..Body RECOMMENDATION It is recommended that Council approve the Third Amendment to the Salary Resolution No. 2020-157 effective February 15, 2021 to: * Retitle the classification of Airport Public Safety Manager to Airport Police Chief in Exhibit 2, Unit 2, Non-Represented Management and Confidential Classes (Non-Represented); * Retitle the classification of Airport Public Safety Officer to Airport Police Officer in Exhibit 11, Unit 11, Airport Public Safety Officers; and * Retitle the classification of Airport Public Safety Supervisor to Airport Police Captain in Exhibit 15, Unit 15, Airport Public Safety Supervisors. EXECUTIVE SUMMARY The classifications of Airport Public Safety Manager, Airport Public Safety Supervisor, and Airport Public Safety Officer are being retitled to better reflect the function of an airport police department. To implement these actions, it is necessary to approve the Third Amendment to FY 2021 Salary Resolution No. 2020-157. BACKGROUND The Fresno Airport Police Department is State of California POST certified police agency. The proposed title changes provide better alignment with the function, which also enhances recruitment efforts. The current job titles and associated specifications includes the option for dual duties, both police and Airport Rescue and Firefighting (ARFF). Staffing for the FAA required airport ARFF function, typically managed by Airport Operations, is currently outsourced. Airports will create standalone job specifications for this function at such time in the future should staffing no longer be outsourced. Current incumbents in these classifications will be retitled accordingly following the adoption of the title changes. The City provided notice to the respective bargaining units regarding the job title changes and has concluded its' meet and confer obligation. The City Attorney's Office has approved the Third Amendment to Salary Resolution No. 2020-157 as to form. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a "project" and is therefore exempt from the California Environmental Quality Act requirements. LOCAL PREFERENCE Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno. FISCAL IMPACT The proposed 3rd Amendment to FY 2021 Salary Resolution No. 2020-157 will have no impact to the General Fund or to the ratepayers of the City of Fresno.
