RECOMMENDATION
Staff recommends the City Council adopt the revised resolution for PLHA funding to replace references to prior City Manager and authorize the City Manager position to sign all necessary implementing documents as approved to form by the City Attorney.
EXECUTIVE SUMMARY
The City Council adopted a resolution to allow the City Manager to enter into a Standard Agreement with the State of California to accept funding through the State of California Department of Housing and Community Development's (Cal HCD) PLHA program on August 20, 2020. Cal HCD is now ready to provide the Standard Agreement, however, has requested the resolution be revised to remove specific references to the prior City Manager.
BACKGROUND
Cal HCD administers the PLHA funds to Local Entitlement Governments, including the City of Fresno (City). The City's first-year allocation is $3,407,603. In order to receive the funds, the City must enter into a Standard Agreement. On August 20, 2020, the City Council adopted Resolution 2020-196 on the prescribed template from Cal HCD, which required the name of the official authorized to enter into the agreement. Upon requesting the Standard Agreement, Cal HCD informed City staff that the resolution needed to be revised to remove references to the prior City Manager in order to authorize the current City Manager to execute the agreement.
ENVIRONMENTAL FINDINGS
This is not a project for purposes of CEQA pursuant to CEQA guidelines Section 15378. Furthermore, plans, strategies and studies are an exempt activity under HUD NEPA Requirements (24 CFR 58.34 (1)).
LOCAL PREFERENCE
Local preference is not applicable because of state funding.
FISCAL IMPACT
Adoption of the Resolution will allow the City to receive grant funds of $3,407,603 for eligible housing activities.
