MORRISON, PE, Assistant Director Public Works Department, Engineering Division SUBJECT ..Title ***RESOLUTION - Adopting the 20th Amendment to the Annual Appropriation Resolution No. 2021-178 to appropriate $512,500 for new capital improvement projects in the Public Works Department (citywide) (Requires 5 Affirmative Votes) (Subject to Mayor's Veto). ..Body RECOMMENDATION Staff recommends that the City Council adopt the 20th Amendment to the Annual Appropriation Resolution No. 2021-178 to appropriate $512,500 for new capital improvement projects in the Public Works Department. EXECUTIVE SUMMARY There are several new capital improvement projects staff is preparing to implement which are funded from State grants, Federal grants, and other local sources. The grant funded projects were awarded State funds through the Active Transportation Program (ATP) administered through the California Department of Transportation (Caltrans) and Federal transportation funds through the Highway Safety Improvement Program (HSIP) administered by the California Department of Transportation (Caltrans). Staff recommends Council adopt the amendment to the AAR in order to provide appropriations in the Public Works FY2022 Capital Budget to sufficiently cover anticipated expenditures for the cost of these new projects. BACKGROUND Staff is seeking Council approval on the attached AAR amendment which will appropriate funding for four (4) new capital projects. The projects are funded via a combination of State funding, Federal funding and other local funding with $512,500 of appropriations being requested for current FY2022 expenditures. The remaining project costs of $1,848,000 will be included in the proposed FY2023 capital improvement budget and generally include the construction phases of the projects. Street Projects - This category consists of two projects, with total appropriations requested for this category in the amount of $381,800: * Ashlan Avenue Westbound Widening from Polk Avenue to Bryan Avenue. Funding for this project is through Developer Impact fees. * Section 130 Van Ness Avenue & Shields Avenue Traffic Signal Interconnection Project will modify the existing BNSF at-grade crossing on Shields Avenue to implement supplemental safety measures by interconnecting the existing traffic signal at Van Ness Avenue to support installation of queue cutters, advanced preemption, raised medians, curb gutters and sidewalk. Traffic Signal Projects - This category consists of one project to install pedestrian countdown heads and one project to install a high-intensity activated crosswalk (HAWK) signal, with total appropriations requested for this category in the amount of $83,700: * The Citywide Pedestrian Countdown Head Project was previously authorized by the Council as part of Resolution 2020-240 for grant applications to Caltrans. * Cross, Walk, and Roll! Safe Routes to School (SRTS) in Central Fresno includes the installation of a high-intensity activated crosswalk (HAWK) signal at First Street and Home Avenue, and a full traffic signal at Chestnut Avenue and Weldon Avenue. This project was previously authorized by the Council as part of Resolution 2020-202 for grant applications to Caltrans. Bicycle and Trail Projects - This category includes one project, Fresno Rapid Rectangular Flashing Beacon which was previously authorized by the Council as part of Resolution 2020-240 for grant applications to Caltrans. Total appropriations requested for this category are $19,700. Miscellaneous Projects - This category includes one project, the right-of-way acquisition for the traffic signal installation at Grantland and Barstow Avenues. Total appropriations requested for this project are $27,300. All right-of-way acquisitions are paid for by the developers conditioned to build the traffic signal. Staff is seeking Council approval on the attached AAR amendment which will appropriate funding for six (6) new capital projects. The projects are funded via a combination of Federal and State funding and other local funding from developer deposits with $512,500 of appropriations being requested for current FY2022 expenditures. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Local preference does not apply to the projects included in this report as this is a rebudget item only. Local preference (if applicable) will be considered at the time of contract award. FISCAL IMPACT There is no new net fiscal impact to the General Fund. All proposed costs will be paid for from new and existing revenue sources. See attached Resolution for specific funds and associated costs.
