DAVIS, Airports Planning Manager Airports Department SUBJECT ..Title Approve a consultant services agreement with Kimley-Horn and Associates, Inc., to provide professional engineering services for the Airport Pavement Management System Update at Fresno Chandler Executive Airport in an amount not to exceed $89,300 (Council District 3) ..Body RECOMMENDATION Staff recommends Council approve a consultant services agreement with Kimley-Horn and Associates, Inc., in the amount of $89,300 for professional engineering services to update the Airport Pavement Management System (APMS) at Fresno Chandler Executive Airport (FCH) and to authorize the Director of Aviation or designee to execute the agreement on behalf of the City. EXECUTIVE SUMMARY As part of the Federal Aviation Administration (FAA) mandated Pavement Management Program for FCH, the Airport will engage with Kimley-Horn to evaluate the current pavement conditions at Fresno Chandler Executive Airport. Pavement deteriorates over time due to aircraft use and weather. If the pavement is not maintained or properly managed, it can cause serious damage to aircraft or ground support equipment. This project will provide the Airports Department an update of the existing pavement condition, predictions of future pavement conditions, budget estimates for upcoming maintenance projects, and position the Airport for future FAA grant allocations for runway, taxiway and ramp improvements. BACKGROUND The APMS for FCH was last updated in 2015. This Project will provide the Airports Department with an assessment of the existing pavement condition, predictions of future pavement conditions and budget estimates for maintenance and rehabilitation of the Airport's runways, taxiways and ramps. The pavement condition is evaluated using an industry standard metric called a Pavement Condition Index (PCI). By using PCI the Airports Department can consistently identify current conditions and predict future conditions. The APMS allows the Airports Department to forecast future pavement improvement projects and seek appropriate FAA grant funding. Through a competitive Request for Qualifications (RFQ) process, the Airports Department (Department) invited civil engineering firms that could provide comprehensive on-call full-service planning, design, construction document preparation, bidding support and construction administration to submit Statements of Qualifications. The Department published a public notice in The Business Journal, posted information on the Airport's website for qualified firms and direct mailed the RFQ to all interested firms. Five professional consulting firms responded to the RFQ and their qualifications were evaluated by a selection committee in accordance with the provisions of the RFQ and FAA regulations. It has been determined by the Department that Kimley-Horn and Associates is most qualified to perform the work for this project. The agreement utilizes Standard Document #FYI-S-FedFund Engineering Consultant Serv Agt, Short Form Total Fee 05-2022, pre-approved as to form by the City Attorney's Office and used without modification as certified by Airports staff. This agreement will be in effect through the earlier part of completion of all services described or December 31, 2023. ENVIRONMENTAL FINDINGS This is not a "project" for the purpose of CEQA pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference is not applicable to this Project pursuant to Fresno Municipal Code 4-109(b). FISCAL IMPACT FCH is an important element in Fresno's downtown revitalization and is positioned to support the corporate and general aviation contribution to regional economic growth. The pavement management plan update will help to ensure FCH continues to meet the region's general aviation transportation needs.
