REPORT TO THE CITY COUNCIL FROM: JERRY DYER, Mayor Office of Mayor & City Manager BY: KELLI FURTADO, Chief of Staff Office of Mayor & City Manager CHRIS MONTELONGO, Deputy Chief of Staff Office of Mayor & City Manager SUBJECT ..Title Approve the Appointments of Kathy Bray (Resident of District 7) and Robert Fuentes (Resident of District 3) to the Planning Commission ..Body RECOMMENDATION Staff recommends approval. EXECUTIVE SUMMARY The Planning Commission currently has two vacancies. The Mayor's Office is providing the appointment of Kathy Bray and Robert Fuentes for consideration and approval. The Planning Commission has recently struggled to reach a quorum for several important agenda items, and there is a sense of urgency to fill vacancies. The approval of this appointment by the City Council would ensure a seamless transition in an expedited manner. The approval of Ms. Bray and Mr. Fuentes would also help prevent future quorum issues for the Planning Commission, and the residents and businesses of Fresno who depend on timely consideration of important agenda items. BACKGROUND Ms. Bray is a former Planning Commissioner, who has served for a number of years on the Commission, with several acting as Chair. She has also served on a specific plan committee, has excellent knowledge of planning practices, has attended statewide planning training and is a resident of District 7. Ms. Bray's background, expertise, and previous years of service in this role make her an ideal appointment for the Planning Commission. Mr. Fuentes is also a former Planning Commissioner, District 3 Project Review Committee member, and Anti-Displacement Task Force member. Mr. Fuentes has gained extensive knowledge in planning and land use issues during his tenure on various committees. The Planning Commission is an advisory committee, consisting of seven members appointed by the Mayor and approved by City Council. Currently, five of the seven appointments are filled with three commissioners residing in District 2, one Commissioner residing in District 3 and one Commissioner residing in District 5. The Planning Commission recommends actions on various planning issues, such as Plan Amendments, Rezones, and appeals for Development Permits or Conditional Use Permits.
