BACKGROUND Each year, the PARCS Department reviews the MFS and recommends to City Council proposed additions, deletions or adjustments to the Department's fee schedule. The below narrative explains the proposed fee adjustments by MFS section. Riverside Municipal Golf Course-Green Fees: The PARCS Department is proposing adjustments to Green Fees at Riverside Municipal Golf Course (Riverside). These adjustments are contractual. Effective each year of the ten (10) year lease, green fees may, at the discretion of Lessee, be adjusted in an amount not to exceed the 12-month percentage change in the U.S. Bureau of Labor Statistics Consumer Price Index (CPI) under the Urban Wage Earners and Clerical Workers for the San Francisco-Oakland-San Jose Area. The total CPI increase for the 12-month period from June 2020 to June 2021, was 4.29%. The operator of Riverside is including a 4.25% CPI increase to green fees, which is 0.04% lower than the 12-month percentage provided by the U.S. Bureau of Labor Statistics. The sum of all contracted fees for Riverside equals $282.50 and when multiplied by the 12-month CPI increase of 4.29%, this allows maximum cumulative increase of $12.13 across all green fee categories. The operator of Riverside is including a 4.25% CPI increase to green fees, which allows for a cumulative total of $12.00 across all green fee categories. This percentage increase of 4.25% is below the CPI increase of 4.29%. The below table indicates the current and proposed fees; the proposed fee includes the overall CPI increase of 4.25% and the Art, Park, Entertainment & Sports (APES) surcharge. The APES ticket surcharge fee is applied to all tickets sold for each round of golf. The fees will be effective upon adoption by the City Council. The table below lists the current fees as well as the proposed fees. The proposed fees allow the PARCS Department to recover the labor cost of preparing and cleaning the areas before and after use. Such areas include auditoriums, gymnasiums, and meeting rooms at facilities such as Ted C. Wills, Inspiration Park, Frank H. Ball, Mary Ella Brown, and other locations. With City Council approval, these fees will be effective starting July 1, 2022. Elimination of these fees will be effective upon adoption by the City Council. General Recreation - Swim Fees: Currently recreational swim is free at all City-owned learner pools seven days a week while recreational swim at standard pools has an admission price of $1.00 during the week and weekends for children, ages zero (0) to seventeen (17), and $2.00 for adults over eighteen (18) years of age. On July 15, 2021, Council recognized the recreational swim fee as barrier for children and passed Resolution No. 2021-189 resolving there shall be no charge for children under age eighteen (18) years of age to swim in all City owned and operated pools, seven days a week, during the time while local schools are on summer break. The Resolution also resolved the MFS be amended to reflect the change. The PARCS Department is recommending the $2.00 fee for adults be zero (0) as well, helping reduce the barriers for adults to access blue space in the community. The fees will be effective upon adoption by the City Council. Woodward Park Bike Rental Fees: Staff proposes removing fees and language pertaining to certain General Recreation Fees where services are no longer provided by the PARCS Department. These fees will be effective upon adoption by the City Council. Per the requirements of Fresno Municipal Code (FMC) Section 7-1509, the annual revisions to the MFS for the PARCS Department were taken before the Parks, Recreation, and Arts Commission (Commission) for consideration. The Commission recommended approval of the revisions at their January 24, 2022, meeting by unanimous vote. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, adoption of the proposed revisions to the Master Fee Schedule is not a project. LOCAL PREFERENCE Local preference was not implemented, as this item does not involve a bid or award of a construction or services contract. FISCAL IMPACT The effective date of this MFS Amendment is July 1, 2022, unless otherwise noted. The changes in the fees will be reflected in the FY 2023 PARCS Department budget.
