(Requires 5 Affirmative Votes) (Subject to Mayor's Veto) ..Body RECOMMENDATION Staff recommends that the City Council adopt the resolution approving a one-year agreement between the City and FMAAA for $124,000 to support nutrition site management for the Senior Hot Meals Program at six community centers and authorize the City Manager or designee to execute all related documents on behalf of the City. Staff also recommends that the City Council adopt the 12th Amendment to the Annual Appropriation Resolution (AAR) No. 2023-185 to appropriate $124,000 for the Senior Hot Meals Program at six community centers. EXECUTIVE SUMMARY On an annual basis, the City partners with FMAAA to provide hot meals to seniors at six community centers. FMAAA provides reimbursement of up to $124,000 to the City to manage the distribution of hot meals and compliance with other program requirements. The hot meals are funded by FMAAA and are provided in-kind to the City. The term of the agreement is from the date of execution to June 30, 2024. BACKGROUND Since 1994, the PARCS Department has partnered with FMAAA to be a nutrition site management operator under the Title III C1 Congregate Nutrition Site Management Program, commonly referred to as the Senior Hot Meals program. The goal of the program is to address dietary inadequacies and social isolation among individuals aged 60 and older by providing a nutritious meal. The PARCS Department's Senior Program provides hot meals Monday through Friday at six community centers, including Inspiration Park (D1); Lafayette Neighborhood Park (D7); Mary Ella Brown Community Center (D3); Mosqueda Community Center (D5); Pinedale Community Center (D2); and Ted C. Wills Community Center (D3). Meals are served by City staff and volunteers who are trained in CPR/First Aid and food safety. During the COVID-19 pandemic hot meals were suspended. In December 2022, PARCS resumed the Senior Hot Meals Program. Between December 2022 and June 2023, a total of 8,571 meals were served at six community centers. Funding for the program comes from the American Rescue Plan through the U.S. Department of Health and Human Services and is passed through to FMAAA for sub-granting. Funding covers a portion of the costs associated with meal service and administration. Approval of the agreement will allow the PARCS Department to accept partial reimbursement from FMAAA for administering the Senior Hot Meals Program. There is a 100% match requirement which will be met through volunteer hours, participant contributions, the in-kind value of space utilized for programming and Measure P funding allocated to support senior programming. ENVIRONMENTAL FINDINGS The PARCS Department's Senior Hot Meals Program does not constitute a "project" pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378. LOCAL PREFERENCE Local preference is not applicable since this item will not include a bid or award of a construction or services contract. FISCAL IMPACT Funding for this item has been appropriated into the PARCS fiscal year 2024 budget under Annual Appropriation Resolution No. 2023-185.
