EXECUTIVE SUMMARY The Parks, After School, Recreation, and Community Services Department (PARCS) is seeking approval to submit a proposal requesting reimbursement from FUSD for aquatics programming totaling up to $350,000. This authorization will fund the Blue Space Program which allows PARCS to provide community swim lessons and recreational swim at up to seven FUSD high schools each summer. BACKGROUND FUSD and the PARCS Department have worked together for many years to provide programming to the community. Partnerships with FUSD include after school programs, extended learning opportunities, and access to FUSD aquatic facilities through the Blue Space Program. The Blue Space Program provides funding for swim lessons and recreational swim at up to seven FUSD high school pools. This partnership allows PARCS to increase the blue space available by 70% for swim lessons and recreational swim under the supervision of Red Cross certified lifeguards employed by the City. FUSD periodically releases a call for proposals to fund extended learning opportunities. The next opportunity to request funding is expected in December 2023. Staff are seeking authority to submit a proposal requesting reimbursement from FUSD in an amount not to exceed $350,000. This funding will be used by the City to hire and train lifeguards to operate up to seven FUSD pools and to purchase uniforms, safety equipment and registration equipment. Funding will also be used for temporary staff to facilitate swim lesson promotion, registration, and recordkeeping. Partnering with FUSD will allow the City to serve more community members and reduce transportation barriers to participation in aquatics. The Blue Space Program plays a vital role in helping prevent water related injuries and deaths. The PARCS Department and FUSD will cross promote access to swim lessons and recreational swim to encourage community participation. Staff anticipate bringing a related facility use agreement before Council in early 2024. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 this item does not qualify as a "project" and is therefore exempt from CEQA requirements LOCAL PREFERENCE Local preference is not applicable since this item will not include a bid or award of a construction or services contract. FISCAL IMPACT This item will have no impact to the General Fund. If awarded funding from FUSD, the funding will be appropriated into the PARCS Department budget. Attachment: Resolution
