Approve the Grant award of $200,000 to AAHCMSJV for interior and exterior deferred maintenance facility projects. 2. Authorize the City Manager or designee to execute the Grant Agreement and sign all related documents on behalf of the City. ..Body RECOMMENDATION Staff recommends that the City Council approve the award of a $200,000 grant to AAHCMSJV for a two-year term for deferred maintenance projects and authorize the City Manager to execute the grant agreement and sign all documents on behalf of the City. EXECUTIVE SUMMARY The AAHCMSJV owns and operates a facility that was built in 1956, located at 1857 Fulton Street, Fresno, CA 93721. A facility condition assessment was performed in January 2024 and AAHCMSJV has identified several deferred maintenance needs. Staff recommends Council approve the award of a $200,000 Grant to AAHCMSJV for a two-year term to make critical deferred maintenance improvements to the facility. BACKGROUND As part of the Fiscal Year 2024 budget adoption $200,000 in general funding was appropriated for a grant award to AAHCMSJV. Since its incorporation in 1989, the AAHCMSJV, a registered 501(c)(3) nonprofit corporation, has been an advocate for and promotor of African American history, cultural, and art in the Fresno community. AAHCMSJV's current facility, located at 1857 Fulton St. Fresno, CA, was constructed in 1956. AAHCMSJV is the sole owner and occupier of this facility. AAHCMSJV retained a consulting firm to conduct a facility condition assessment of the facility. The assessment was conducted on January 30, 2024 and identified several exterior and interior facility components in need of repair and/or replacement. AAHCMSJV has identified the following priority exterior and interior facility improvements to be addressed with grant funding. Costs are based on the estimates provided in the facility assessment. 1. General Contractor (15%)- $30,000 2. Electrical systems- $62,800 3. HVAC repair- $44,000 4. Central fire alarm system/panel replacement- $8,500 5. Cladding/exterior repainting and recaulking- $12,712 6. Upgrade/refurbish break area/kitchen- $11,550 7. Sewer line camera inspection- $2,000 8. Insurance - $2,076 9. Construction contingency (7.5%)- $12,862 10. Immediate Repairs (15%)- $13,500 To ensure the successful completion of the project, AAHCMSJV plans to utilize a General Contractor to obtain cost quotes and oversee the improvements. The grant contract allows 15% of the grant award, or $30,000, to be paid up-front to cover the cost of the General Contractor. The remaining grant award balance will be disbursed throughout the two-year grant term. This item has been reviewed and approved by Risk and the City Attorney's Office. ENVIRONMENTAL FINDINGS Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA. LOCAL PREFERENCE Local preference is not applicable since this item will not include a bid or award of a construction or services contract. FISCAL IMPACT The $200,000 Grant award is reflected in the Fiscal Year 2024 PARCS budget. Funding for the grant comes from the General Fund. Attachments: Grant Agreement
