Approve a second amendment to the American Rescue Plan Act (ARPA) grant agreement between the City and the FEOC/Advance Peace to extend the grant term through December 31, 2024 to provide violence intervention and prevention services to at-risk youth. 2. Approve a one-year grant agreement between the City and FEOC/Advance Peace for an amount not to exceed $375,000 from the General Fund to provide violence intervention and prevention services to at-risk youth. 3. Authorize the City Manager or designee to execute the amendment and grant agreement on behalf of the City. ..Body RECOMMENDATION Staff recommends that the City Council approve a second amendment to the ARPA grant agreement between the City and FEOC/Advance Peace and approve a one-year general funded grant agreement. Staff also recommends that the City Council authorize the City Manager to execute the grant documents on behalf of the City. EXECUTIVE SUMMARY Staff are seeking approval to amend the ARPA grant agreement between the City and FEOC/Advance Peace awarded by Council on October 20, 2022 as part of the Violence Intervention and Prevention Initiative (VIPI) Year 1 grant awards. Staff are also seeking approval of a grant agreement to award $375,000 from the General Fund appropriated to FEOC/Advance Peace as part of the City's fiscal year 2024 budget adoption (VIPI Year 2 grant). BACKGROUND The Advance Peace program is a community violence intervention program housed with FEOC. Advance Peace is committed to reducing gun violence by building relationships and transforming lives. The Advance Peace program includes a Junior Fellowship program for at-risk youth ages nine to twenty-four (9-24). Junior Fellows participate in an 18-month program designed to provide wrap-around support to disrupt the cycle of violence. Supports and services include equestrian therapy, intergenerational mentoring, career exploration, educational opportunities and identifying Junior Fellows goals/interests as part of creating an action plan/road map for their life. On October 20, 2022 as part of the VIPI Year 1 grant recommendation process Council approved the allocation of $950,000 of ARPA funding and $550,000 in general funding for grants to local Community Based Organizations for projects that address violence intervention and prevention efforts, and the public health impacts of the COVID-19 pandemic through violence intervention and prevention efforts. FEOC/Advance Peace was awarded a one-year agreement totaling $375,000 in ARPA funding to provide violence prevention and intervention services for at-risk youth. The agreement was amended on February 21, 2024 to extend the term through May 31, 2024. Staff are seeking approval of a second amendment to extend the grant term through December 31, 2024. This extension does not add any additional funding to the award. The fiscal year 2024 City of Fresno budget included $375,000 for grant funding for FEOC/Advance Peace as part of VIPI year 2 grant awards. Staff are seeking approval and authorization to enter into a grant agreement with FEOC Advance Peace to provide violence prevention and intervention services for at-risk youth. The grant agreement will award $375,000 in general funding over a one-year period to Advance Peace to provide violence prevention and intervention services for at-risk youth. The grant agreement will be managed by the PARCS Department who will issue a notice to proceed following completion of expenditures associated with the ARPA funded VIPI year 1 grant agreement dated October 20, 2022. No stipends are included in this contract. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this grant award contract and amendment do not qualify as a "project" as defined by CEQA. LOCAL PREFERENCE Local preference is not considered for a grant award contract or for an amendment of an existing contract. FISCAL IMPACT The second amendment has no fiscal impact on the General Fund. A total of $375,000 in general funding has been appropriated in the FY24 budget for the VIPI Year 2 grant agreement.
