REPORT TO THE CITY COUNCIL FROM: HENRY THOMPSON, Director of Aviation Airports Department THROUGH: MELISSA GARZA-PERRY, Airports Properties Manager Airports Department BY: MARCOS AYALA, Airports Property Specialist II Airports Department SUBJECT ..Title Approve a four-year preventative maintenance Service Agreement with SKIDATA, Inc. to provide preventative maintenance services for the Parking Access and Revenue Control System (PARCS) at Fresno Yosemite International Airport (FAT) in the amount of $404,740, plus related maintenance costs not to exceed $25,000 annually. (Council District 4) ..Body RECOMMENDATION Staff recommends that the City Council approve and authorize the Director of Aviation to execute a four-year preventative maintenance Service Agreement for the PARCS at FAT between the City of Fresno and SKIDATA in the amount of $404,740. EXECUTIVE SUMMARY The Airports Department (Airports) uses a PARCS to manage the parking facilities at FAT. SKIDATA is the manufacturer and only servicer for its equipment and system. This preventative maintenance Service Agreement (Agreement) replaces the Agreement that expired on October 31, 2023. BACKGROUND Airports manages and oversees more than 3,800 parking stalls across seven parking lots and one parking garage. The PARCS consists of ticket machines, gate arms, pay stations at the parking garage, exit columns that allow for credit card payments, cashier stations, and the computer program that keeps track of tickets, transactions, and revenues generated at the parking lots. A well-maintained PARCS ensures the continuous operation and sound management of Airport parking lots, and provides a convenient customer experience to the public. Airports entered into a preventative maintenance Agreement with Sentry LLC., in 2019 for the PARCS. That same year, SKIDATA acquired Sentry, making SKIDATA the only servicer of its own equipment. The 2019 Agreement expired on October 31, 2023, and has been on a month-to-month status while Airports and SKIDATA enter into a new Agreement. This new Agreement will continue covering preventative maintenance to hardware, software, and parking equipment for the next four years. The Agreement also covers labor hours for technicians dispatched to FAT and commits SKIDATA to faster remote and on-site response times. The annual cost is fixed at $101,185. The total cost for the four-year contract term is $404,740. Related maintenance costs not covered by the Agreement not to exceed $25,000. The City Attorney's Office has reviewed and approved the agreement as to form. Risk Management has reviewed and approved the agreement's insurance requirements. ENVIRONMENTAL FINDINGS This amendment is not a "project" for the purpose CEQA pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference is not applicable to this Project. FISCAL IMPACT There is no impact to the General Fund or the ratepayers of the City of Fresno from this item. Funding for contract year one is included in the Airports Department FY25 budget.
