(Citywide) (Requires 5 Votes) (Subject to Mayor's Veto) ..Body RECOMMENDATION Staff recommends that the City Council adopt the 4th Amendment to the Annual Appropriation Resolution No. 2025-179 to appropriate $200,000 for Highway Litter Control Services in the Public Works Department. EXECUTIVE SUMMARY Staff recommends the Council adopt a resolution appropriating additional funding received from Caltrans for Highway Litter Control Services so that the appropriations in FY2026 are sufficient to cover anticipated expenditures. The recommended resolution will appropriate $200,000 in additional funding for the current fiscal budget year. When combined with existing program resources of $400,000, this will yield a total of $600,000 in FY2026 to improve service levels and the visual appearance of the freeways in our community. BACKGROUND On July 25, 2019, the City Council approved the Delegated Maintenance Agreement with Caltrans for highway litter control on all four state highways within City of Fresno city limits. The Public Works Department has contracted out these services and managed this contract on the City's behalf since that time. As of June 1, 2025, this has resulted in a total of 47,562 bags of litter collected which is a total of approximately 784,773 pounds of trash removed from freeways within the City of Fresno. This program has been very successful in removing litter from highly trafficked and highly visible areas across City highways. Caltrans District 6 management has commented on the success of this program and is using Fresno as an example in an effort to implement litter control programs throughout the state. For this reason, Caltrans has extended a one-time additional $200,000 to be used in FY2026. The recommended Resolution would amend the appropriations within the identified program to allow for similar service levels in fiscal year 2026. The detailed adjustments are in the Amendment to the Annual Appropriation Resolution attached. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Local preference does not apply to the project included in this report as this is a rebudget item only. Local preference (if applicable) will be considered at the time of contract award. FISCAL IMPACT There is no new net fiscal impact to the General Fund. All proposed costs will be paid for from new and existing revenue sources. See attached Resolution for specific funds and associated costs.
