REPORT TO THE CITY COUNCIL FROM: BRYON HORN, Chief Information Officer Information Services Department BY: DENNIS JONES, Systems & Applications Manager Information Services Department SUBJECT ..Title Affirm the City Manager's finding that Support Revolution Inc. is Uniquely Qualified and approve the Third-Party Support Services Agreement with Support Revolution for PeopleSoft HRMS support for an amount not to exceed $757,284.42 ..Body RECOMMENDATION Staff recommend the Council affirm the City Manager's finding that Support Revolution Inc. is uniquely qualified and approve the Third-Party Support Services Agreement with Support Revolution for technical support of PeopleSoft HRMS at a cost of $757,284.42 over 3 years with a cost of $245,004.50 in year 1. EXECUTIVE SUMMARY The City of Fresno has used Rimini Street for support of its PeopleSoft HRMS (HR/Payroll) system, but Rimini will no longer provide support and payroll tax updates. Another provider of support and tax updates is needed. BACKGROUND The City has used Rimini Street for many years but they announced they will no longer provide combined support and tax updates in the future. Support Revolution is the only provider that will provide support and ongoing tax, legal and regulatory updates for our version of PeopleSoft. Fresno County was in a similar situation and recently contracted with Support Revolution for third party support of their PeopleSoft system. ENVIRONMENTAL FINDINGS By definition of the California Environmental Quality Act (CEQA) Guidelines Section 15378, the approval of this agreement does not qualify as a "project" as defined by CEQA. LOCAL PREFERENCE Local preference is not applicable because the Service Provider is uniquely qualified. FISCAL IMPACT The approved FY25 budget contains funding for this item.
