REPORT TO THE CITY COUNCIL FROM: SUMEET MALHI, Director Personnel Services Department FRANCISCO PARTIDA, Acting Director Airports Department GREG BARFIELD, Director Transportation Department BY: VANESSA DE LA TORRE, Human Resources Manager Personnel Services Department SUBJECT ..Title ***RESOLUTION - Adopt the Seventeenth Amendment to the FY 2026 Salary Resolution No. 2025-177 amending Exhibit 3, Unit 3, Non-Supervisory White Collar (FCEA), by adding the new classification of Airports Systems Technician and the respective salary step plan range of $5,677 - $6,897 monthly, and adding the new classification of Transit Scheduler Technician and the respective salary step plan range of $5,718 - $6,876, effective December 22, 2025 (Subject to Mayor's Veto) ..Body RECOMMENDATION It is recommended that Council adopt the Seventeenth Amendment to the Fiscal Year 2026 Salary Resolution No. 2025-177 to add the new classification of Airports Systems Technician and Transit Scheduler Technician with their respective salary step plan range, effective December 22, 2025. EXECUTIVE SUMMARY The new Airports Systems Technician classification is recommended to be added to the Salary Resolution to perform complex tasks involving the installation, troubleshooting, repair, and maintenance and restoration of control systems and equipment for the Airports Department. In addition, the new Transit Scheduler Technician classification is recommended to be added to provide essential support in compiling data and completing research for planning studies, system restructuring, new service type studies, and feasibility analyses for the Transportation Department. The City provided notice to the respective bargaining unit and has met its meet and confer obligation. This action will not require additional appropriations. BACKGROUND Personnel Services, in collaboration with the respective departments, has developed two (2) new classifications. New Airports Systems Technician classification As the Airports Department needs, technologies and systems have evolved, it was necessary to develop a new position to perform skilled work in the monitoring, installing, maintaining and repairing Baggage Handling System (BHS) Controls, Domestic Water Controls, Energy Management Control Systems, Storm Water Control Systems, Autoclave Controls, access control system-managed electronic door and gate hardware, Passenger Boarding Bridge Controls, as well as a variety of other electrical equipment. This position will be expected to respond to system outages or impacts as the first line of defense to troubleshoot issues and restore service. Furthermore, in coordination with Information Services Department (ISD), this position will support and maintain field-level hardware components of the Airports' Security Systems. The Airports Systems Technician job classification is recommended to be placed in Exhibit 3, Unit 3, Non-Supervisory White Collar (FCEA) with a respective salary step plan range of $5,677 - $6,897 monthly. New Transit Scheduler Technician classification The new Transit Scheduler Technician classification was developed to support the research, data gathering, analysis and preparation of regular and special transit operation schedules and related functions. The position will assist in coordinating and maintaining scheduling data, including route structures, bus stops, non-revenue time, minimum layover times, work rules, parameters, and other elements of the transit scheduling process; as well as assist in compiling data to evaluate service productivity, assisting planning staff and the Transit Scheduler in developing new running times and adjusted schedules to respond to ridership trends including exporting data from scheduling software systems and interfacing with other systems. The Transit Scheduler Technician job classification is recommended to be placed in Exhibit 3, Unit 3, Non-Supervisory White Collar (FCEA) with a respective salary step plan range of $5,718 - $6,876 monthly. The City provided notice to the respective bargaining units and has met its meet and confer obligation. The City Attorney's Office has approved the Seventeenth Amendment to Salary Resolution No. 2025-177 as to form. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a "project" and is therefore exempt from the California Environmental Quality Act requirements. LOCAL PREFERENCE Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno. FISCAL IMPACT The amendment will not require any additional appropriations for Fiscal Year 2026.
