Kearney Boulevard (Chandler Executive Airport Hangar) APN 464-220-43T ..Body EXECUTIVE SUMMARY The City of Fresno received a Fiscal Year 2025 Brownfields Revolving Loan Fund grant supplemental award to support hazardous materials abatement and removal of lead-impacted soils at 716 W. Kearney Boulevard, located at the Fresno Chandler Executive Airport. Because the project involves federal funding, it qualifies as an undertaking under Section 106 of the National Historic Preservation Act (NHPA). Stantec Consulting Services Inc. prepared a Section 106 Inventory and Evaluation Report on November 21, 2025, documenting the property, its historic context, and potential effects. Based on the evaluation, the hangar is not eligible for listing in the National Register of Historic Places (NRHP) or California Register of Historical Resources (CRHR). The report concludes that the project will result in no historic properties affected. Staff recommends that the Historic Preservation Commission review and comment on the findings. BACKGROUND The City of Fresno received a Fiscal Year 2025 Brownfields Revolving Loan Fund grant from the EPA. The grant provides funding for environmental cleanup activities at contaminated properties in Fresno, including the hangar located at 716 W. Kearney Boulevard (APN 464-220-43T) within the Fresno Chandler Executive Airport. Constructed in 1948, the hangar is a utilitarian aviation structure with a large wood-truss roof and integrated office/apartment space, reflecting post-war expansion of the airport facilities. The project proposes demolition of the structure including abatement of asbestos-containing materials, removal of lead-based paint, excavation, offsite disposal of approximately 140 cubic yards of lead-impacted soils, and backfilling to grade. Because the project is supported by federal Brownfields funding, it qualifies as a federal undertaking under Section 106 of the NHPA. Section 106 requires that federally funded projects consider potential effects on historic properties. Stantec Consulting Services Inc. prepared a Section 106 Inventory and Evaluation Report to identify resources within the Area of Potential Effects, evaluate eligibility for the National Register of Historic Places and California Register of Historical Resources, and assess potential project impacts. The Section 106 Inventory and Evaluation Report prepared by Stantec Consulting Services Inc. (Exhibit A) has determined that the hangar at 716 W. Kearney Boulevard is not eligible for listing in the National Register of Historic Places or California Register of Historical Resources. The report concludes that the proposed project will result in no historic properties affected. A resolution designating the Chandler Field/Fresno Municipal Airport Historic District to the local register of historic resources was adopted by the Fresno City Council in March 2005 (Exhibit B). This district comprises four contributing buildings and does not include the subject building. Specifically, the Administration Building (Terminal), Administration Building Annex, and Bathroom and Electrical Control Buildings are included in the historic district. ENVIRONMENTAL FINDINGS N/A FRESNO MUNICIPAL CODE FINDINGS N/A CONCLUSION Staff recommends that the Historic Preservation Commission review and comment on the report, which documents a finding of no historic properties affected. The EPA, serving as the lead federal agency, has initiated tribal consultation for this project and will transmit the Section 106 findings, together with any tribal comments received, to the State Historic Preservation Officer upon completion of consultation early next year.
