REPORT TO THE CITY COUNCIL FROM: BILLY P. ALCORN, Fire Chief Fire Department SUBJECT ..Title Authorize the Fire Chief to enter into an agreement with the Bay Area Urban Area Security Initiative (DASI) Securing the Cities (STC) San Francisco Bay Area Program for the acquisition and distribution of goods and services pursuant to the STC Program. ..Body RECOMMENDATION It is recommended the Council authorize the Fire Chief to enter into an agreement with the Bay Area Urban Area Security Initiative (DASI) Securing the Cities (STC) San Francisco Bay Area Program for the acquisition and distribution of goods and services pursuant to the STC Program. EXECUTIVE SUMMARY The Fresno Fire Department is a TYPE I Hazardous Materials Emergency Response Team host agency. As a TYPE I team we are capable of emergency response for Weapons of Mass Destruction, Chemical, Biological, Radiological, Nuclear, and Explosive related incidents. Fresno Fire Department Hazmat is one of three Hazmat teams that are staffed daily to cover the Central Valley to include the counties of Mariposa, Merced, Madera, Fresno, Kings, Tulare, and Kern. The other two staffed teams are in Kern County. The Fresno Fire Department Hazmat team has been invited to participate as a partner agency with Fresno County Sherriff as part of the Securing the Cities Bay Area program. The program will provide training and equipment to the department with the expectation that we will utilize the equipment and training locally, so we are better prepared to assist as part of the Cal OES Fire and Rescue Mutual Aid System to provide mutual aid to larger or more complex Hazardous Materials events in accordance with the California State Mutual Aid Plan. BACKGROUND The Fresno Fire Department is a TYPE I Hazardous Materials Emergency Response Team host agency. As a TYPE I team we are capable of emergency response for Weapons of Mass Destruction, Chemical, Biological, Radiological, Nuclear, and Explosive related incidents. A TYPE I team consists of 8 personnel with the highest level of training available. Maintaining awareness of new and reoccurring threats to our community is a priority of our program. This agreement establishes a pathway to ensure opportunities to train and operate the most advanced equipment available. The Fresno Fire Department Hazmat Team participated at the international level providing Presidential and Diplomatic protection during the APEC event which took place across the Bay Area. We have earned the reputation of a capable team and now have a representative sitting on the World Cup Planning Committee. This agreement will continue to maintain our presence and ensure the members of the Fresno Fire Department are receiving the best training possible, increasing our capabilities to respond locally and regionally as required. ENVIRONMENTAL FINDINGS This item is not a project pursuant to California Environmental Quality Act guidelines Section 15378. LOCAL PREFERENCE Local preference was not implemented because this item is not an award of a construction or services contract. FISCAL IMPACT There is no fiscal impact to the general fund.
