(Bid File 12601967) EXECUTIVE SUMMARY The Department of Transportation/FAX seeks to award a janitorial services and supplies contract to cover six (6) facilities totaling approximately 21,000 interior square feet. Janitorial services are needed all days of the week, morning and evening. A request for proposals (RFP) was issued May 19, 2026, via Bid File Number 12601967, which resulted in eleven (11) proposal submissions. The Selection Committee evaluated the proposals based on the evaluation criteria stated in the RFP. After careful examination, the Selection Committee recommended ScrubCan for award. BACKGROUND FAX operates the fixed-route bus fleet 363 days a year and occupies many facilities of varying size. Quality and reliable janitorial services are needed to ensure facility operations continue without interruption. The current agreement for janitorial services and supplies expires on October 1, 2026. To continue receiving janitorial services, an RFP was issued May 13, 2026, via Bid File Number 12601967, and closed on June 16, 2026, which resulted in eleven (11) proposal submissions. Six (6) of the eleven (11) proposers were found to be responsive and responsible. The proposals deemed non-responsive by the Selection Committee were missing required and critical items tied to the evaluation criteria within the RFP. The Selection Committee evaluated the remaining six (6) proposals deemed responsive and responsible based on the following five criteria: Technical Approach and Solutions – The proposer’s understanding of the specific needs of each FAX facility, including their proposed cleaning schedule, staffing plan, and quality control measures. With key considerations of detailed daily/weekly/monthly task planning, use of environmentally safe cleaning products, and proposed equipment and supplies plan. Staffing and Supervision Plan – The proposer’s ability to recruit, train, and retain qualified custodial staff and supervisors to ensure consistent performance. With key considerations of staffing levels per facility, shift coverage (including weekends and holidays), training and quality assurance programs, and supervision and reporting structure. Past Performance and Experience – The proposer’s experience and history in related services relevant to FAX’s needs. Including direct experience on projects of similar size, scope and complexity. Which may include client references, thoroughness, and/or any awards or recognition received for past performance. Price – Scoring based on lowest price in relation to price offered. Record Keeping Procedures – The proposer’s ability to maintain accurate, detailed and organized record keeping practices for janitorial operations such as logs, checklist used to monitor cleaning schedules, tasks, completions, inspections and quality control. The proposal should clearly describe the systems, methods and documentation used to ensure accountability and performance tracking. After careful examination, the Selection Committee recommended ScrubCan for award. The Director of Transportation/FAX concurs with the recommendation of the Selection Committee. Pricing conditions will remain fixed for the initial base contract term in the amount not to exceed $499,572.00, and option years for the service may adjust in accordance with the relevant PPI for a total not to exceed $860,000.00 for all five possible years. The City Attorney has reviewed the Agreement and approved it to form. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378 the award of this contract does not qualify as a “project”; therefore, it is exempt from the California Environmental Quality Act requirements LOCAL PREFERENCE Local preference was not implemented because federal funding precludes the use of geographical preferences. FISCAL IMPACT There is no impact to the General Fund from this action. Expenses from this contract shall be funded primarily through FTA Program 5307 funds. FAX enterprise funds will make up the required local match. Sufficient appropriations were included and are available in the FAX FY2027 budget.
