RECOMMENDATION
Staff recommends that the City Council approve the First Amendment to the Service Agreement with Poverello House for the provision of outreach services under the Homeless Housing, Assistance, and Prevention (HHAP) Program, and authorize the City Manager, or designee, to execute all implementing documents. The amended agreement term will extend from October 17, 2026, through March 31, 2027, for an amount not to exceed $175,000.
EXECUTIVE SUMMARY
The City of Fresno (City) seeks to continue funding homeless street outreach and diversion services under the HHAP program. A Request for Qualifications (RFQ) for outreach services was released on April 2, 2025, and one proposal was received from the Poverello House. To maintain outreach services through March 31, 2027, staff recommends providing an additional $175,000 in funding to Poverello House.
BACKGROUND
California’s Homeless Housing, Assistance, and Prevention (HHAP) program, established in 2019 under AB 101, provides flexible, non-competitive block grants to cities, counties, continuums of care, and tribes. The program aims to reduce homelessness through regional, evidence-based strategies that expand shelter capacity, prevent unsheltered homelessness, and deliver housing-focused services tailored to local needs.

A review panel comprised of staff from the Housing and Community Development Department, HART, the Public Utilities Division, and a representative from the Lived Experience Advisory Board determined that Poverello’s proposal met all criteria. An agreement was executed for the period October 17, 2025, through October 16, 2026, in an amount not to exceed $382,000.00.
Staff is now requesting City Council approval for an amendment to extend outreach and diversion services through March 31, 2027, with an additional $175,000 in HHAP funding. This program directly supports the City’s efforts to resolve encampments and assist individuals in transitioning into safe, stable housing.
ENVIRONMENTAL FINDINGS
This is not a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference is not applicable because of the use of state funds.
FISCAL IMPACT
This agreement will have no general fund impact and will be funded through HHAP funds.
