Staff recommends the City Council adopt the 18th Amendment to the Annual Appropriation Resolution No. 2026-159 to appropriate $14,488,900 for previously approved Pave More Now capital projects in the Public Works Department.
EXECUTIVE SUMMARY
Staff recommends the Council adopt a resolution approving the rebudget of funding for previously approved Pave More Now capital projects so that the appropriations in FY 2027 are sufficient to cover anticipated expenditures. The recommended resolution will appropriate $14,488,900 in funding to the current fiscal budget year. The recommended appropriations do not include any General Fund.
BACKGROUND
Annually, the Department reviews its capital project appropriations and recommends adjustments to complete anticipated construction during the year. This review ensures that adequate appropriations are in place to complete the programs and projects given the most recent information.
On June 18, 2026, the Council awarded a construction contract in the amount of $14,488,896.79 for Pave More Now Bid Package “B-2”. It had been anticipated that the funding required for Bid Package “B-2” would be encumbered during FY2026 using FY2026 appropriations. Because the contract was not executed until FY2027, these appropriations need to be rebudgeted in the new fiscal year. Based on a review of the Pave More Now capital improvement project budgets, several project budgets require adjustment to meet the planned expenditures for the fiscal year. A detailed list of all areas (projects) and vicinity map is included in the attachments.
The recommended Resolution would amend the appropriations within the identified Pave More Now capital projects to allow for the completion of work this fiscal year. To meet the projected funding requirements, $14,488,900 in funding must be appropriated. The proposed adjustments are summarized in the table attached. Detailed adjustments are in the Amendment to the Annual Appropriation Resolution attached.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference does not apply to the projects included in this report, as this is a rebudget item only. Local preference (if applicable) will be considered at the time of contract award.
FISCAL IMPACT
There is no new net fiscal impact to the General Fund. All proposed costs will be paid for from new and existing revenue sources. See attached Resolution for specific funds and associated costs.
