RECOMMENDATION
Staff recommend that the Fresno City Council adopt the resolutions related to the Expanded Access to Arts and Culture Grant Program.
EXECUTIVE SUMMARY
Staff is seeking an amendment to the Expanded Access to Arts and Culture Grant Guidelines to correct an inadvertent one-word omission. The correction will accurately reflect the redaction process. In accordance with the grant guidelines, staff are also seeking the formation of an additional Application Review Committee group due to the receipt of more than 150 applications.
BACKGROUND
In 2018 a majority of Fresno voters approved Measure P – the Fresno Clean and Safe Neighborhood Parks Transaction and Use Tax (Measure P), which was thereafter codified in Chapter 7, Article 15 of the Fresno Municipal Code (FMC). Measure P is a retail and transaction tax which requires twelve percent (12%) of the funds collected to be made available on an annual basis to invest in competitive grants for nonprofit organizations that support and expand access to arts and cultural programming.
On June 18, 2026, the Fresno City Council passed Resolution 2026-143 which adopted the Expanded Access to Arts and Culture Grant Guidelines. On June 30, 2026, Multiple grant solicitations were opened via release of two Notices of Funding Opportunity (NOFO). After an initial eligibility screening, application links were shared and the application closed on September 30, 2026. A total of 159 grant applications were received.
In the course of administering the grant guidelines, staff has identified an inadvertent one-word omission on Attachment B, Section VIII (A)(Paragraph 4) in which the word “not” was omitted. The resolution amending the guidelines will correct that omission.
Additionally, consistent with the language in the grant guidelines, staff is requesting formation of one additional Application Review Committee due to receiving more than 150 grant applications. Council previously approved resolutions forming ARC groups A through E. The resolution enclosed with this item will result in the formation of ARC group F.
The City Attorney’s Office and Risk have reviewed this item.
