RECOMMENDATION
Staff recommends that the City Council adopt the 29th Amendment to the Annual Appropriation Resolution (AAR) No. 2026-159 to appropriate $10,500 for the Fiscal Year (FY) 2027 Senior Hot Meals Program.
EXECUTIVE SUMMARY
Staff are seeking approval to appropriate $10,500 to the PARCS Department’s FY 2027 budget to reimburse expenses incurred by PARCS for FY 2027 Senior Hot Meals programming. The funding comes from the Fresno-Madera Area Agency on Aging (FMAAA) and from donations and fees collected from participants.
BACKGROUND
On May 7, 2026, the Fresno City Council approved Resolution No. 2026-542 authorizing the City Manager or designee to apply for and accept up to $180,000 from FMAAA to fund Senior Hot Meals programming in FY 2027. In June 2026, the City was awarded $153,000 from FMAAA to provide Senior Hot Meals programming at seven community centers in FY 2027.
The PARCS Department budgeted $150,000 in FY 2027 in anticipation of this award. The difference between the budget and grant award amount is $3,000. Approval of this item will appropriate $3,000 from FMAAA for costs associated with the FY 2027 Senior Hot Meals program.
Additionally, approval of this item will appropriate $7,500 from donations and fees for costs associated the Senior Hot Meals program. This revenue is estimated and comes from donations and fees collected from participants in the Senior Hot Meals program at all seven community sites. For older adults aged sixty and older, meals are provided free of charge and donations are optional. FMAAA requires that the City maintain the option for seniors to provide a voluntary contribution. Participants under age sixty can purchase a hot meal for the FY 2027 rate of $7.38 per meal.
The City Attorney’s Office has reviewed this item and the Finance Department has approved the 29th Amendment to the AAR No. 2026-159 as to form.
ENVIRONMENTAL FINDINGS
This is not a “project” for the purposes of California Environmental Quality Act (CEQA), pursuant to Guidelines Section 15378.
LOCAL PREFERENCE
Local preference was not considered because this item does not include a bid or an award of a construction or services contract.
FISCAL IMPACT
There will be no impact on the General Fund. The AAR Resolution will appropriate $10,500 into the PARCS Department’s FY 2027 budget to reimburse expenses associated with the FY 2027 Senior Hot Meals program. The remaining $150,000 of the grant contract is already reflected in the PARCS Department’s budget.
