AGUIRRE, Director Parks, After School, Recreation, and Community Services Department BY: SANDRA CHAVEZ MARTIN, Assistant Director Personnel Services Department SUBJECT ..Title ***RESOLUTION - Adopting the Third Amendment to the Position Authorization Resolution No. 2025-179 adding three permanent, full-time positions in the Parks, After School, Recreation, and Community Services Department, effective April 6, 2026 (Subject to Mayor's Veto) ..Body RECOMMENDATIONS Staff recommend that Council adopt the Third Amendment to the Position Authorization Resolution (PAR) No. 2025-179 to add three permanent, full-time positions to the Parks, After School, Recreation, and Community Services (PARCS) Department. EXECUTIVE SUMMARY Staff are seeking approval to add three permanent, full-time positions to the PARCS Department. The positions will work with the Parks, Arts and Recreation Commission (PRAC) to implement the Measure P Expanded Access to Arts and Culture Grant Program. BACKGROUND In 2018 a majority of Fresno voters approved Measure P - the Fresno Clean and Safe Neighborhood Parks Transaction and Use Tax (Measure P), which was thereafter codified in Chapter 7, Article 15 of the Fresno Municipal Code (FMC). Measure P is a retail and transaction tax which requires twelve percent (12%) of the funds collected to be made available on an annual basis to invest in competitive grants for nonprofit organizations that support and expand access to arts and cultural programming. On August 10, 2023, the City of Fresno entered into a Service Agreement with the Fresno Arts Council to administer the Expanded Access to Arts and Culture Grant Program. Effective February 20, 2026, the Service Agreement has been terminated. The City of Fresno PARCS Department is seeking approval to add three positions to support the Expanded Access to Arts and Culture Program. Positions include one Program Administrator/Project Liaison, one Community Outreach Specialist, and one Community Coordinator. ENVIRONMENTAL FINDINGS Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA. LOCAL PREFERENCE Local preference is not applicable since this item will not include a bid or award of a construction or services contract. FISCAL IMPACT The addition of three permanent, full-time positions will not result in increased salary and benefit expenses in Fiscal Year 2026, as there is sufficient funding within the PARCS budget as appropriated in the Fiscal Year 2026 Annual Appropriations Resolution.
