AGUIRRE, Director Parks, After School, Recreation and Community Services Department BY: SHELBY MACNAB, MPA, Assistant Director Parks, After School, Recreation and Community Services Department ELIZABETH FRAIRE, Business Manager Parks, After School, Recreation and Community Services Department SUBJECT ..Title Approve a Second Amendment to the Best Tours & Travel Service Contract to extend the term to August 26, 2027, and increase spending authority by $110,000 for a total amount not to exceed $263,700 ..Body RECOMMENDATION Staff are recommending that the City Council approve a Second Amendment to the Service Contract (Contract) between the City of Fresno and Best Tours & Travel (BT&T) for charter bus services. Staff also recommend authorizing the City Manager or designee to sign the amendment and all related documents. EXECUTIVE SUMMARY In order to implement Camp Fresno programming, staff are seeking approval of the Second Amendment for charter bus services which will extend the existing contract term with BT&T to August 26, 2027, and increase spending authority by $110,000 to a total amount not to exceed $263,700. BACKGROUND On an annual basis, the Parks, Afterschool, Recreation, and Community Services (PARCS) operates a youth camp at Camp Fresno. Charter bus services are needed to transport youth to Camp Fresno. On May 16, 2023, the Parks, Afterschool, Recreation, and Community Services (PARCS) Department issued a request for proposals (RFP) for a Requirements Contract for Charter Bus Services. On July 20, 2023, the City Council approved the service contract for charter bus services with BT&T for an amount not to exceed $153,700 plus annual CPI increases. On June 5, 2025, PARCS executed a no-cost one-year extension and added the Motorcoach Transportation Policy and Procedure that outlines the service expectations. Staff are now requesting approval to exercise the final extension to continue charter bus services with BT&T for Camp Fresno programming and increase the total spending authority by $110,000 for an amount not to exceed $263,700. This item will increase the total spending authority, however, no minimum spending guarantee is expressed or implied under any requirements contract. This item has been reviewed and approved by Risk and the City Attorney's Office. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this amendment does not qualify as a "project" as defined by CEQA. LOCAL PREFERENCE BT&T is a local business within the City of Fresno. In making the original award, the RFP committee did account for local preference and local preference was part of the criteria used by the committee in their evaluation process. FISCAL IMPACT There is no impact to the General Fund. The funding is currently reflected in the PARCS Department's Fiscal Year 2026 budget. Approximately fifty percent of the expenses will be covered by grant funds. Attachments: Original Contract First Amendment Second Amendment
