DYER, Mayor Office of Mayor & City Manager BY: KELLI FURTADO, Chief of Staff Office of Mayor & City Manager SUBJECT ..Title ***RESOLUTION - To support the Better Roads, Safe Streets Transportation Measure (Subject to Mayor's Veto) ..Body RECOMMENDATION Approval is recommended. EXECUTIVE SUMMARY The Better Roads, Safe Streets Transportation Measure (Measure), if approved, is projected to generate an average of $75 million annually for the City of Fresno to repair existing neighborhood roads and support additional improvements such as flexible spending for sidewalk, median island, and alleyway repair, along with the creation of bike lanes and trails. Funding will allow cities to provide complete streets and safe routes to schools out of the local roads funding category. This category represents 65% of the total Measure Revenue. The Measure allocates 25% of the funding to public transit with an additional 4% committed to innovative transportation. This would allow seniors (62+), all students, veterans, active-duty military and individuals with disabilities to ride at no cost. The Measure will also support service expansions and increased frequency for the highest-demand routes. Of the 5% allocated to the regional category, 1% is dedicated to the Fresno Yosemite International Airport, further enhancing the City's capacity to secure matching funds for airport improvements. By limiting administrative costs to just 1% of total revenues, the Measure ensures that the vast majority of funds directly support repairing neighborhood roads and supporting public transportation. The Measure generates sales tax revenues for 30 years, providing an opportunity for the City of Fresno to issue bonds and accelerate road repairs and other improvements, and reducing long-term costs by avoiding further pavement road degradation and the uncertainty of inflationary costs.
