RECOMMENDATION
Staff recommends that Council approve a Cooperative Purchase Agreement (CPA) with AMS.net, LLC, in an amount not to exceed $2,075,399.99, with a term of three years with two one-year extensions, not to exceed five years, for enterprise grade technology equipment required for the new PD 911 Center facility, procured through the Merced County FOCUS Cooperative Purchasing Agreement (Contract #2026120). In accordance with Administrative Order 3-1, the underlying equipment is being procured utilizing a Competitive Purchase Agreement. Financing for this equipment will be provided under the City's existing Master Equipment Lease Purchase Agreement (MELPA) with Banc of America Public Capital Corp. (BAPCC), previously approved by Council, and will be executed via a lease schedule under that agreement. No additional Council action is required to authorize the financing itself.
EXECUTIVE SUMMARY
The City of Fresno (City) is relocating Police Department (PD) 911 dispatch operations to a new facility. The new site requires a complete data center and network infrastructure built out to support 911 dispatch, computer-aided dispatch (CAD), and related public safety systems. This equipment will be procured from AMS.NET, LLC. utilizing the Merced County FOCUS cooperative purchasing agreement and financed through a lease-purchase agreement. Absent this equipment and its associated financing, the City will be unable to establish the technology infrastructure required to support 911 operations at the new facility.
BACKGROUND
The Information Services Department (ISD) is responsible for the network and data center infrastructure supporting Police Department technology, including 911 dispatch operations. As part of the relocation of the PD 911 Center to a new facility, ISD must deploy new data center and network infrastructure at the new site, along with associated installation, integration, and project management services.
This equipment is quoted through AMS.NET, LLC., leveraging the Merced County FOCUS Agreement (Contract #2026120), a cooperative purchasing agreement available to the City, and will be financed through a lease schedule under the City's Master Equipment Lease Purchase Agreement (MELPA) with Banc of America Public Capital Corp. (BAPCC).

LOCAL PREFERENCE
Local preference was not implemented because this is a cooperative purchase using Merced County's FOCUS Agreement.
FISCAL IMPACT
Police Department's approved FY27 budget contains appropriations for the first annual lease payment. Remaining payments will be budgeted in subsequent years. Total lease payment shall not exceed $2,075,399.99.
