(County Island within Council District 2) ..Body RECOMMENDATIONS Staff recommends that City Council: 1. Approve a consultant agreement in the amount of $262,473 with Provost and Pritchard Engineering Group, Inc. for the design of well head treatment improvements at Pump Stations 117 (PS 117) and 284 (PS 284), and authorize the Director of Public Utilities or designee to execute the agreement on behalf of the City of Fresno. EXECUTIVE SUMMARY The Department of Public Utilities (DPU) Water Division seeks Council approval to award a consultant services agreement to Provost and Pritchard Engineering Group, Inc., for the design of well head treatment improvements at PS 117 and for PS 284. PS 117 had to be taken out of service because it exceeded the State's drinking water standard Maximum Contaminant Level (MCL) for Tetrachloroethylene (PCE). PCE is a colorless liquid solvent widely used for dry cleaning of fabrics. PS 284 is expected to exceed the MCL for PCE in the near future. Plans and specifications need to be prepared for the construction of well head treatment facilities for these wells. BACKGROUND The Water Division maintains a network of more than 260 municipal water supply wells providing 88% of the City's potable water. The proposed project will construct a common well head treatment facility at PS 117 to treat both wells at PS 117 and PS 284. Due to limited space at PS 284, a raw water pipeline will also need to be installed from PS 284 to PS 117 for centralized treatment. In accordance with Fresno Municipal Code Chapter 4, Article 1, and Administrative Order 6-19, DPU conducted a competitive process to select consultants for the design of well head treatment improvements at Pump Stations 117 and 284. Announcements were published on November 4, 2015, in the Business Journal and posted to the City's PlanetBids Online site. The City received requests from seven consulting firms and distributed request for qualifications (RFQ) to each. The RFQ required that consultants provide a statement of qualifications (SOQ) by December 11, 2015, and the Water Division received two timely SOQs. The SOQs were evaluated by a selection committee consisting of representatives from the Water Division. Upon completion of the evaluation of qualifications submitted, and the scope and fee negotiation process, Provost and Pritchard Engineering Group, Inc., was selected as best meeting the City's needs for the program. The services required by this agreement will be completed in approximately 540 consecutive calendar days from the authorization to proceed. The contract is not to exceed $262,473, paid on a time and materials basis. A standardized consultant service agreement has been used in accordance with Administrative Order 4-4, and the consultant's Certificates of Insurance have been approved by the City's Risk Management Division. Upon approval by the City Council, the agreement will be executed by the Director of Public Utilities or designee. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the approval of the agreement does not qualify as a "project" for the purpose of CEQA. LOCAL PREFERENCE Local preference did not affect the evaluation process because the only two consultants who submitted SOQs are both local firms. FISCAL IMPACT The project, which is located in a County island within Council District 2, will not have any impact to the General Fund. Funds for the engineering design of PS 117 and 284 are included in Water Division's FY 2016 Capital Improvement Program budget within the DBCP Recovery Fund (40110). The construction of well head treatment facilities are included in the water rate model used to create the five-year utility rate plan and subsequently adopted by City Council on February 26, 2015.
