DYER, Chief of Police Police Department THROUGH: PATRICK FARMER, Deputy Chief Police Department - Investigative Services Division BY: RON HUGHES, Lieutenant Police Department - MAGEC Commander SUBJECT ..Title Approve the financing of four (4) vehicles for the M.A.G.E.C. expansion, using the City's existing Master Equipment Lease Purchase Agreement ..Body RECOMMENDATION Staff recommends City Council authorize the Chief of Police to lease purchase four undercover vehicles for the Multi-Agency Gang Enforcement Consortium (M.A.G.E.C.) expansion which was approved on October 12, 2017. The City plans to finance the acquisition of four undercover vehicles utilizing the City's Master Equipment Lease Purchase Agreement (MELPA) for a period of five years, with annual lease payments not to exceed $38,000 per year. EXECUTIVE SUMMARY On October 12, 2017, City Council approved the Third Amendment to the agreement with the County of Fresno to reimburse the City of Fresno for four Police Officers and one Crime Analyst to be assigned to the M.A.G.E.C. Team. In the original Third Amendment to the agreement, it was not clearly stated in the original Staff Report that vehicles would be lease purchased. BACKGROUND On October 12, 2017, City Council approved the Third Amendment to the agreement with the County of Fresno to reimburse the City of Fresno for four Police Officers and one Crime Analyst to be assigned to the M.A.G.E.C. Team. All costs will be reimbursed by the County of Fresno. All the above funding will be contained in the Patrol Support Fund to facilitate tracking and record-keeping. Four undercover vehicles will be acquired utilizing the City's MELPA over a period of five years, with annual lease payments not to exceed $38,000 per year. There is no impact to the General Fund. ENVIRONMENTAL FINDINGS This is not a "project" for the purposes of CEQA, pursuant to State CEQA Guidelines Section 15378. LOCAL PREFERENCE Local Preference was not implemented because financing vehicles using the MELPA does not include a bid or award of products or services contract. FISCAL IMPACT The City of Fresno has completed a MELPA that will be used to finance the four undercover vehicles. The MELPA allows the City to expedite financing of certain equipment that is approved for purchase and financing where competitive procurement, budgeting, and appropriation requirements are completed. The funding source for FY18 lease payments on this equipment was appropriated on October 12, 2017, through the 17th Amendment to the AAR No 2017-165. The future lease payments will be paid for by Fresno County reimbursements to the City of Fresno. There is no impact to the General Fund.
