REPORT TO THE CITY COUNCIL March 23, 2017 FROM: SCOTT L. MOZIER, PE, Director Public Works Department BY: ROBERT N. ANDERSEN, PE, Assistant Director Public Works Department, Capital Management Division DEBBIE BERNARD, Project Manager Public Works Department, Facilities Management Division SUBJECT ..Title ***RESOLUTION - 48th amendment to the Annual Appropriation Resolution (AAR) No. 2016-188 to appropriate $31,500 for the completion of previously approved Convention Center Outstanding Permit Items capital project. (Requires 5 affirmative votes) ..Body RECOMMENDATION Staff recommends that Council adopt the 48th Amendment to the Annual Appropriation Resolution (AAR) No. 2016-118, to appropriate $31,500 for the completion of previously approved Convention Center Outstanding Permit Items capital project. EXECUTIVE SUMMARY Staff is currently wrapping up the final outstanding permit items related to the Selland Arena Telescopic Seating, Arena Seating and VIP Seating areas. An AAR amendment is necessary in order to appropriate or re-budget $31,500 in residual bond proceeds from the Convention Center 2008 bond issuance, in order to address these remaining costs to be incurred in the current fiscal year. The improvements were previously approved by the Council. BACKGROUND The three items that need to be completed in the current fiscal year are the Selland Arena Telescopic Seating, Selland Arena Seating and Selland Arena VIP Seating. This AAR will allow proper payment to be made for the outstanding charges related to the completion of these items. These funds were included in the prior fiscal year and the recommended action will appropriate or re-budget the $31,500 in the current fiscal year. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 this item does not qualify and is therefore exempt from the CEQA requirements. LOCAL PREFERENCE Local preference does not apply to this action as this is the reallocation of funds to pay outstanding charges only. FISCAL IMPACT The remaining charges for the Convention Center Outstanding Permit Items are to be paid fully by the residual bond proceeds associated with the Convention Center 2008 bond issuance.
