SCHUBER, SR., Assistant Director Department of Public Utilities, Solid Waste Management Division SUBJECT ..Title ***RESOLUTION - Authorizing submittal of Payment Program applications for California Department of Resources Recycling and Recovery Payment Programs (Citywide) ..Body RECOMMENDATION Staff recommends that City Council adopt a Resolution authorizing the Department of Public Utilities to submit applications to the California department of Resources Recycling and Recovery (CalRecycle) for applicable Payment Programs, and authorizing the Director of Department of Public Utilities or designee, to submit applications to CalRecycle for all Payment Programs and execute all documents necessary to secure payment(s). EXECUTIVE SUMMARY CalRecycle's Payment Programs provide funding for solid waste and recycling activities, including but not limited to outreach events, recycling activities, litter control, oil recycling, and other citywide. The Solid Waste Management Division participates in applicable Payment Programs and in 2016 received $367,624 for such activities. CalRecycle requires the City designate by resolution a person authorized to submit and execute related documents for the Payment Programs. The proposed resolution will allow the City's continued participation in CalRecyle Payment Programs, including those currently in progress, which benefit the City of Fresno and its residents. Funding expenditures are applied consistent with state requirements. BACKGROUND Payment Program funds are used each year to promote the importance of recycling all products, waste minimization, litter abatement, and to support public education and community outreach. In FY16, the Solid Waste Management Division recycled 13,555 gallons of used motor oil and 6,250 filters through the City's Residential Curbside Collection Program. The Solid Waste Management Division recycling program made contact with over 11,181 residents during 39 community outreach events. Our educational events made contact with 19 schools during 64 presentations, impacting 1,460 students. The Solid Waste Management Division received the following Payment Program funds from CalRecycle in FY16: $135,341.00 City/County Payment Program, $142,458.00 Used Motor Oil Payment Program, and $89,825.01 (FY16) from the Quality Incentive Program. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines, Section 15378, this item does not qualify as a "project" and is therefore exempt from the California Environmental Quality Act requirements. LOCAL PREFERENCE Local preference was not implemented because the adoption of a resolution does not include a bid or an award of a construction or services contract. FISCAL IMPACT There will be no fiscal impact to the General Fund or any City operating funds associated with the recommended action. Adversely, not participating in these Payment Programs would cost City of Fresno rate payers approximately $367,624.00 to continue services without the state funding. Attachment: Resolution
