EXECUTIVE SUMMARY The Wastewater Treatment Plant (WWTP) facility is currently planned and zoned Public Facility. This Initial Study per the California Environmental Quality Act (CEQA) statute will assess the potential impacts to additional industrial uses surrounding the WWTP. BACKGROUND The WWTP is currently planned and zoned for a Public Facility use. Any additional industrial uses require a change to the land use and zoning designations. The purpose of this study is to determine the potential impacts, if any, of changing the land use and zoning designations. Completion of the study will inform future land use decisions. ENVIRONMENTAL FINDINGS An amendment to an existing contract is not a project for the purpose of the California environmental Quality Act. LOCAL PREFERENCE Local preference was not implemented because staff believes the number of local firms is less than three. FISCAL IMPACT The funds are currently appropriated in the 2017 Budget.
