EXECUTIVE SUMMARY The City of Fresno currently operates parking garages, parking lots, and approximately 1,900 parking meters in downtown. Parking is provided to the public as well as multiple federal, state, and local agencies and businesses at contracted rates. In January of 2017, the City Council approved changes to the Master Fee Schedule (MFS) which implemented a flat rate fee of $60.00 per stall per month for bulk parking agreements for 50 stalls or more. The City has been working with the varying agencies to update agreements to implement the new rates. Staff recommends Council adopt a resolution granting the City Manager or designee the authority to approve routine parking agreements that align with the MFS rates and substantially conform to the attached Standard Bulk Rate Parking Agreement, in order to conserve staff resources and expedite the implementation process. BACKGROUND In 2015, the City contracted with Walter P. Moore (WPM) to complete a facility assessment for all City-owned parking facilities. As part of the facility assessment, WPM developed a CAMP that details a ten year deferred maintenance plan that outlines approximately $9.8 million worth of deferred maintenance repairs. Following the parking facilities assessment, WPM completed a Parking Rate Analysis for the City's on-street and off-street parking facilities. WPM was tasked with analyzing the City's current parking rates and providing recommendations for changes to the rates based upon the City's downtown revitalization efforts and the needs identified in the parking facility assessment. As part of the Parking Rate Analysis, WPM reviewed the City's existing parking contracts, which range from $25.00 to $60.00 per stall per month in City owned parking facilities. WPM's analysis identified that many of these contracts are deeply discounted and recommended the City charge a minimum of $60.00 per stall per month for the bulk contracts with 50 or more stalls. Council approved the recommended changes to the MFS in January 2017. Since that time staff has been working to implement the changes by transitioning all current contracts to a standardized parking agreement with the MFS standardized rate in order to create consistency in terms with all the varying agencies. A draft of the Standard Bulk Rate Parking Agreement template, which has been approved by the City Attorney's Office, is attached hereto. Staff recommends Council adopt a resolution granting the City Manager or designee the authority to enter into routine parking agreements that align with the MFS rates and with the attached Standard Bulk Rate Parking Agreement, in order to conserve staff resources and expedite the implementation process. Any parking agreement which materially deviates from the Standard Bulk Rate Parking Agreement template will be presented to Council for approval. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a "project" and is therefore not subject to California Environmental Quality Act requirements. LOCAL PREFERENCE Local preference was not considered because this item does not involve the bid process or the award of a construction or services contract.
