RECOMMENDATIONS
Staff recommends the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines, and award a construction contract with Sebastian, in the amount of $139,913 as the lowest responsive and responsible bidder for the McKinley Avenue Street Light Installation Project from Marks to Hughes Avenue, and authorize the Public Works Director or designee to sign a standardized contract on behalf of the City.
EXECUTIVE SUMMARY
McKinley Avenue currently has sporadic street light spacing between Marks to Hughes. The proposed project will install a complete, modern street lighting system on the south side of McKinley from Marks to Hughes. The project is primarily being funded by the Public Works Department's Neighborhood Street Improvement Program with the funds allocated for work in Council District 3.
BACKGROUND
The scope of the project includes installation of a complete street lighting system on the south side of McKinley from Marks to Hughes. The project includes all street lights, conduit, pull boxes, tree trimming, and other associated work not listed. The project will be funded with Neighborhood Street Improvement Program General Fund dollars along with Proposition 111 Special Gas Tax funds.
Public Works Staff prepared a Notice Inviting Bids which was published in the Fresno Business Journal on November 9, 2017, posted on the City's website and faxed to 10 building exchanges. The specifications were distributed to 21 prospective bidders. Four sealed bid proposals were received and opened in a public bid opening on November 21, 2017. Bids ranged from $139,913 to $198,160. Sebastian submitted a bid in the amount of $139,913 and was determined to be the lowest responsive and responsible bidder for the project. The bids will expire 64 days after the bid opening date. The expiration date of the bids is January 24, 2018.
Staff recommends Council award a construction contract to Sebastian in the amount of $139,913 for the McKinley Avenue Street Light Installation Project from Marks to Hughes Avenue as the lowest responsive and responsible bidder, and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff has performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines Section 15301(c) (existing facilities), which exempts the repair, maintenance, or minor alteration of existing structures or facilities, including existing streets, sidewalk and gutters, with no further expansion of existing use. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
Local preference was not implemented because the low bidder is a local business by definition.
FISCAL IMPACT
The McKinley Avenue Street Light Installation Project from Marks to Hughes Avenue is located in Council District 3. The overall cost of the project is $195,613. The project is locally funded with Neighborhood Street Improvement General Fund allocations and Proposition 111 Special Gas Tax.
