RECOMMENDATIONS
Staff recommends that City Council:
1. Adopt finding of Categorical Exemption pursuant to the provisions of Section 15301(b) of the CEQA Guidelines.
2. Award a construction contract to West Valley Construction, Inc. of Fresno, California in the amount of $848,581.00 for the construction of the Anooshvan Park and Alhambra Water Main Replacements and Water Service Transfers and The Alhambra and Dennett Sewer Main Installation.
3. Adopt a Resolution of the Council of the City of Fresno adopting the 48th Amendment to the Annual Appropriation Resolution No. 2013-98 Appropriating $255,700.00 for the Alhambra and Dennett Sewer Main Installation.
EXECUTIVE SUMMARY
The proposed water main replacements will allow the installation of water services to the front of the properties located in the Anooshvan Park and Alhambra neighborhoods, allowing the connection of water meters, while also upgrading water mains installed in the 1950's. The new water services will be installed within the street right-of-way improving access for staff. The proposed sewer main installation will provide City sewer services to 28 residences that are currently on private septic systems.
BACKGROUND
The proposed project consists of water main replacement including the installation of new water services in the Anooshvan Park and Alhambra neighborhoods located within the City of Fresno and Fresno County. The project also provides new sewer main installation to the Alhambra and Dennett Avenue neighborhood located within the County of Fresno. The Anooshvan Park neighborhood is generally bordered by Florence Avenue, Price Avenue, Backer Avenue and Church Avenue. The Alhambra neighborhood is generally bordered by Olive Avenue to Dennett Avenue, west of Pleasant Avenue. Existing water mains are located in backyard easements of the properties and provide limited access for City maintenance staff. These mains are more than 50 years old and are nearing the end of their service life. The proposed project will install new water mains and services within the street right-of-way improving access for staff, as well as install new sewer mains and house branches in the Alhambra and Dennett neighborhoods. The new sewer mains will provide City sewer services to 28 residences that are currently on private septic systems.
In accordance with AO 6-19 Public Works advertised and hired a Consultant for the design of plans and general construction documents for the Anooshvan Park and Alhambra Water Main Replacements and Water Service Transfers and The Alhambra and Dennett Sewer Main Installation. The Notice Inviting Bids was published in the Business Journal on April 25, 2014, posted on the City's website and faxed to fourteen (14) building exchanges. The specifications were distributed to nine (9) prospective bidders. Five (5) sealed bid proposals were received and opened in a public bid opening on May 20, 2014 with the bids ranging from $848,581.00 to $1,224,336.50.
Staff has determined that West Valley Construction, Inc. is the lowest responsive and responsible bidder. Therefore, staff is recommending award of a construction contract to West Valley Construction, Inc. of Fresno, California in the amount of $848,581.00 for the construction of the Anooshvan Park and Alhambra Water Main Replacements and Water Service Transfers and The Alhambra and Dennett Sewer Main Installation, and authorize the Public Works Director, or his designee, to sign the standardized contract for the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff has determined that a Categorical Exemption is appropriate, based on Class 1 Section 15301(b) of the CEQA Guidelines. Furthermore, Staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project. Staff recommends that the Council, based upon its own independent judgment, adopt finding of a Categorical Exemption per staff determination, pursuant to Section 15301(b), Class 1 of the CEQA guidelines for the Anooshvan Park and Alhambra Water Main Replacements and Water Service Transfers and The Alhambra and Dennett Sewer Main Installation project.
LOCAL PREFERENCE
Local preference did not come into play as West Valley Construction, Inc. is located in Fresno, California.
FISCAL IMPACT
This project is identified in the five year Capital Improvement Plan and funding was included in the FY 2014 Water Enterprise Fund (40101) and the Sewer Enterprise Fund (40501). This project will have no impact to the City's General Fund.
