Approve an MOU with the American Red Cross for services provided for residents of the Summerset Village Apartments 2. ***RESOLUTION - 29th amendment to the Annual Appropriations Resolution (AAR) No. 2015-104 appropriating $25,000 from PG&E for reimbursement of expenses incurred due to emergency response (Requires 5 affirmative votes) ..Body RECOMMENDATION It is recommended that the Council approve the MOU with the American Red Cross for provision of emergency support services to residents of the Summerset Village Apartments and approve an AAR accepting a donation of $25,000 from PG&E to fund expenses incurred by the City due to the emergency situation. EXECUTIVE SUMMARY On November 12, 2015, gas service was shut off at the Summerset Village Apartments due to a faulty and dangerous gas line, rendering residents without heat or hot water. Due to the serious public health and safety concerns, the Mayor declared a state of local emergency on November 25, 2015, ratified by the Council on November 30, 2015. The American Red Cross has provided support to residents by enacting its national MOU with the Southern Baptist Convention to provide hot meals and two shower trailers, each with six shower heads and three sinks. Because the emergency condition was due to a man-made condition rather than a natural disaster, it is outside of American Red Cross's normal scope. As such, pursuant to the terms of the attached MOU, the City will act as lead agency and will reimburse American Red Cross for its expenses. PG&E has provided the City with a donation of $25,000 to assist with the City's expenses incurred as a result of the emergency situation. BACKGROUND Under the terms of the MOU, the City will act as strategic lead for the duration of the emergency. The City agrees to reimburse the American Red Cross for expenses paid to the Southern Baptist Conference for services, including $500 per trailer for transportation costs (a total of $1,500 for two shower trailers and one kitchen trailer), $3.00 per meal served to residents, and propane costs estimated at $250 per week. The American Red Cross estimates it served upwards of 10,000 meals to residents. To date the American Red Cross has incurred approximately $32,000 in expenses. City personnel costs are still being tabulated. ENVIRONMENTAL FINDINGS This is not a project for purposes of CEQA. LOCAL PREFERENCE Not applicable. FISCAL IMPACT The City initially established a Summerset fund with $50,000 to cover direct costs. The PG&E contribution of $25,000 will be added to the Summerset fund. Direct cost related to the American Red Cross MOU is approximately $32,000 to date. We anticipate additional costs from the American Red Cross. Security and Fire watch was also provided throughout the event which will be charged to this fund.
