RESOLUTION - Authorizing the submission of grant applications to the Fresno Council of Governments (COG) Cycle 2 Regional Competitive Active Transportation Program (ATP) and authorizing the execution of all application related documents by the Public Works Director or designee (Council Districts 3, 5 and 7).

RECOMMENDATION
Staff recommends that the City Council adopt a resolution authorizing the submission of grant applications to Fresno COG for the Cycle 2 Regional Competitive ATP and authorize the execution of all application related documents by the Public Works Director or designee.
EXECUTIVE SUMMARY
Staff is requesting the authorization to submit a resolution for grant applications to Fresno COG for four new projects: (1) Install traffic signals at the intersections of Tulare and L Streets and Fresno and L Streets; (2) Install a traffic signal at the intersection of Divisadero and Mariposa Streets; (3) Install a traffic signal at the intersection of Cedar and Woodward Avenues; and (4) Construct sidewalks on both sides of Ashlan between Effie and State Route 41 (SR 41) for an estimated total cost of $2,190,000.
BACKGROUND
The ATP was created by Senate Bill 99 and Assembly Bill 101 to encourage increased use of active modes of transportation such as biking and walking. Metropolitan Planning Organizations with large urbanized areas, such as Fresno COG, had the option of either administering a regional call for projects or delegating that responsibility to the State. The Policy Board recommended that Fresno COG administer their own regional call for projects and developed criteria applicable to our region. Fresno COG obtained California Transportation Commission (CTC) approval prior to administering this regional call for projects. Fresno COG Regional Competitive ATP Guidelines were adopted by the Fresno COG Policy Board on May 28, 2015 and approved by the CTC on June 25, 2015. On June 26, 2015, they issued a notice announcing the availability of funding and requests proposals for the Regional Competitive ATP. It may be used to fund the development of bike, pedestrian, safe routes to schools, or active transportation plans in disadvantaged communities.
The Public Works Department proposes to submit four new applications to the 2015 Regional Competitive ATP application cycle:
Install traffic signals at Tulare and L Streets and Fresno and L Streets $890,000
Install a traffic signal at the intersection of Divisadero and Mariposa $550,000
Install a traffic signal at the intersection of Cedar and Woodward $500,000
Construct a sidewalk along Ashlan between Effie and SR 41 $250,000
This resolution has been reviewed and approved as to form, by the City Attorney's Office.
ENVIRONMENTAL FINDINGS
By the definition in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the applying for grant funds does not qualify as a "project" as defined CEQA.
LOCAL PREFERENCE
Local preference was not considered because this resolution does not include a bid or award of a construction or services contract.
FISCAL IMPACT
Local match funds of 11.47% for FY2016 ATP Grant Projects were included in the adopted budget for FY2016. No General Fund dollars will be utilized.
