ANDERSEN, PE, Assistant Director Public Works Department, Capital Management Division BY: RANDY BELL, PE, Capital Projects Manager Public Works Department, Capital Management Division SUBJECT ..Title RESOLUTION - Authorizing the submission of grant applications to the California Department of Transportation (Caltrans) Cycle 7 Highway Safety Improvement Program (HSIP) and authorizing the execution of all application related documents by the Public Works Director or designee (Council Districts 3 and 4). ..Body RECOMMENDATION Staff recommends that the City Council adopt a resolution authorizing the submission of grant applications to Caltrans for the Cycle 7 HSIP and authorize the execution of all application related documents by the Public Works Director or designee. EXECUTIVE SUMMARY Staff is requesting the authorization to submit grant applications to Caltrans Cycle 7 HSIP for funding to install traffic signal modifications at the intersection of Belmont Avenue and Fulton Street; and install protected traffic signal left-turn phasing at the intersection of Shields and Chestnut Avenues, for a total cost of $1,040,000. These projects will improve the safety conditions for vehicular traffic and pedestrians using these intersections. BACKGROUND On April 27, 2015, Caltrans issued a call for projects for HSIP Cycle 7 projects. The deadline to submit applications is July 31, 2015. HSIP is codified as Section 148 of Title 23, United States Code (23 U.S.C. Section 148) and remains as one of the core federal-aid programs in the new federal surface transportation act, "Moving Ahead for Progress in the 21st Century" (MAP 21). It was signed into law on July 6, 2012. The purpose of the HSIP is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned public road and roads on tribal land. Staff proposes to submit two grant applications to Caltrans HSIP for funding to install traffic signal modifications at the intersection of Belmont and Fulton Avenues for an estimated cost of $500,000 and install protected traffic signal left-turn phasing signal at the intersection of Shields and Chestnut Avenues for an estimated cost of $540,000. These projects will improve the safety conditions for vehicular traffic and pedestrians using these intersections. The City Attorney's office has reviewed and approved as to form the proposed Resolution. ENVIRONMENTAL FINDINGS By the definition in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the applying for grant funds does not qualify as a "project" as defined CEQA. LOCAL PREFERENCE Local preference was not considered because this resolution does not include a bid or award of a construction or services contract. FISCAL IMPACT Local match funds will be identified through future fiscal year capital budgets. Projects of this type have matching funds mainly from gas tax. Attachments: Resolution Vicinity map
