Authorize Director of Public Utilities or designee to sign on behalf of the City ..Body RECOMMENDATION Staff recommends that the Council approves a consultant agreement with Provost & Pritchard Consulting Group, in the amount of $68,400 and a contingency of $2,000 for professional engineering services to rehabilitate the sewer pipes in Church Avenue and authorize the Director of Public Utilities, or his designee, to sign the agreement on behalf of the City. EXECUTIVE SUMMARY The Department of Public Utilities Wastewater Management Division is seeking to award a consultant services agreement to Provost & Pritchard Consulting Group for the rehabilitation design of sewers in Church Avenue. Sewer rehabilitation is proposed where necessary to remedy structural deficiencies that were identified in the December 2014 Wastewater Collection System Master Plan (WCSMP) Update. Staff is seeking to award a design contract in the amount of $68,400 with a contingency of $2,000 to Provost & Pritchard Consulting Group. BACKGROUND In the 2014 WCSMP, this project was identified to be rehabilitated due to structural defiencies of the pipe based upon Closed Circuit Television (CCTV) inspection performed by the City and validated by Carollo Engineers. Through CCTV inspection, the existing 30-inch standard concrete pipe installed in 1917 was found to have excessive aggregate visible throughout the pipe. A Request For Qualifications (RFQ) was circulated and posted on June 3, 2015. The department received five responses. Provost & Pritchard Consulting Group was selected as the one of the five consultant firms that have the technical experience that the City is looking for and was asked to submit a scope and level of effort. Staff negotiated a professional services fee of $68,400 with a contingency of $2,000 for Professional Engineering Services. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 the award of the contract does not qualify as a "project" for the purpose of CEQA. LOCAL PREFERENCE The local preference was implemented, Provost & Pritchard Consulting Group is a local business. FISCAL IMPACT This project is identified in the five-year Capital Improvement Plan. Funds in the amount of $120,000 for the design of this project are budgeted in the FY16 Sewer Enterprise Fund No. 40501.
