Award a construction contract to A. Teichert & Son, Inc., dba Teichert Construction, of Sacramento, California, for the Commercial West Ramp Reconstruction project at Fresno Yosemite International Airport in the amount of $10,091,945 (Bid File 3402) 3. Approve a consulting agreement with BSK Associates, of Fresno, California, to provide geotechnical quality assurance testing and inspection services for the Commercial West Ramp Reconstruction project at Fresno Yosemite International Airport in the amount of $297,194 ..Body RECOMMENDATIONS In matters pertaining to the Commercial West Ramp Reconstruction project (Project) at Fresno Yosemite International Airport (FAT), staff recommends that Council: 1) Adopt the 7th Amendment to the AAR No. 2015-104 appropriating $6,041,100 for the Project, 2) Award a construction contract to A. Teichert & Son, Inc., dba Teichert Construction, of Sacramento, California, in the amount of $10,091,945 (Bid File 3402), and, 3) Approve a consulting agreement with BSK Associates of Fresno, California, to provide geotechnical quality assurance (QA) testing and inspection services in the amount of $297,194. EXECUTIVE SUMMARY The Pavement Management Plan (PMP) for FAT, as required by the Federal Aviation Administration (FAA), concluded that rehabilitation/reconstruction of the commercial aviation ramp ("apron") on the west side of the terminal is necessary. The Project will remove and replace existing pavement, lighting and drainage facilities, and provide vehicle charging stations for airline support equipment, infrastructure for future boarding bridges, replacement of existing security fencing, new markings, and signage. The QA services include but are not limited to inspection and testing of soils, Portland cement concrete, and asphalt concrete, onsite inspections, engineering reports and recommendations. The Project was previously planned as a multi-phased effort over two fiscal years and the Airports Department's Adopted FY 2016 Budget reflects such phasing. However, the FAA is now providing grant funding based on bid results for all phases of the project this fiscal year, which necessitates the AAR. BACKGROUND The FAA approved Airport Capital Improvement Plan (ACIP) for FAT identifies a number of airfield-related works that will need to be executed over the next five years. The ACIP is FAA's tool to ensure the projects are properly prioritized with regard to the safe and secure operation of the airport and to provide appropriate project funding. The prioritization of airfield projects at FAT is based on the FAA approved Airport PMP, which evaluates pavement conditions and life-cycle costs. This Project addresses the next area of aged, deteriorating pavement scheduled for reconstruction at FAT. Plans and specifications were prepared for the Project by Kimley Horn and Associates, Inc., Consultant Engineers. A Notice Inviting Bids was advertised in the Business Journal on June 12, 2015, posted on the City's website and faxed to ten (10) building exchanges. Plans and Specifications were distributed online to fourteen (14) prospective bidders. Five (5) sealed bid proposals were received and opened in a public bid opening on July 14, 2015. The bids ranged in price from $10,091,945 to $13,941,848. The lowest responsible and responsive bid from Teichert Construction in the amount of $10,091,945 is 8% below the Engineer's Estimate of $10,928,900. The staff determination was posted on the City website on July 28, 2015. In accordance with FAA policy and consistent with City of Fresno administrative orders, the Department issued a competitive Request for Qualifications (RFQ) for geotechnical QA testing and inspection on call services. Ten Statements of Qualifications were received and evaluated. Six firms have been approved to provide QA testing and inspection services for the Airports Department on an on call or individual basis. BSK Associates has been determined to be most qualified for this Project. The bid documents for the construction and the proposal for QA services included all phases of work in the event the FAA was able to provide funding above what was originally programmed for this Federal Fiscal Year (FFY). The FAA has committed to funding all Phases of the Project this FFY. The 7th Amendment to AAR No. 2015-104 accounts for the increase in grant funding and appropriates the additional funds necessary to undertake the entire Project. Approval of AAR No. 2015-104 will enable the Department to recommend award of the Base Bid plus Additive Alternates No. 1 through 6 to Teichert Construction Company, Inc., in the amount of $10,091,945 and recommend approval of a consulting agreement with BSK Associates, in the amount of $297,194. ENVIRONMENTAL FINDINGS The Project has been environmentally assessed under Environmental Impact Report (EIR) No. 10136 (SCH. No. 2005061150) and has been determined to have or cause no adverse or reportable conditions or effects pursuant to CEQA. Council Certified EIR No. 10136 on March 31, 2011. The Project was also environmentally assessed under the National Environmental Policy Act (NEPA) resulting in the issuance of a Finding of No Significant Impact (FONSI) by the FAA on April 14, 2011. LOCAL PREFERENCE Local Preference does not apply because Federal funding is being used. FISCAL IMPACT The Commercial West Ramp Reconstruction Project is part of the Department's ongoing commitment to ensure FAT remains operationally ready and is properly positioned for local and regional growth. The year-long Project will provide approximately 200 construction related jobs. Airports Department FY2016 Adopted Budget provided $5,241,000 of appropriation authority for this Project, which was projected to fund the first phase of work as dictated by FAA's initially programmed grant amount. The total Project cost (including construction, QA inspection and testing, administration and construction contingency) is $11,282,100. The $6,041,100 requested in the 7th Amendment to AAR No. 2015-104 will provide appropriation authority sufficient to execute the entire Project. Funding for the Project is provided by a FAA AIP grant in the amount of $10,228,351 and Measure C Regional Transportation Program funds in the amount of $1,053,748. There is no impact to the General Fund from this action.
