MOLLINEDO, Director Parks, After School, Recreation and Community Services Department BY: IRMA YEPEZ-PEREZ, Grant Writer KAREN NORRIS, Administrative Manager Parks, After School, Recreation and Community Services Department SUBJECT ..Title ***RESOLUTION - 18th amendment to the Annual Appropriations Resolution (AAR) No. 2015-104 appropriating $146,100 from the State of California Department of Parks and Recreation, the State of California Department of Transportation, and the San Joaquin Valley Air Pollution Control District (SJVAPCD) to the City of Fresno Parks, After School, Recreation and Community Services (PARCS) Department (Requires 5 affirmative votes) ..Body RECOMMENDATION Staff recommends that the City Council approve the attached resolution to appropriate $146,100 in grant funds from the State of California Department of Parks and Recreation, the State of California Department of Transportation, and the San Joaquin Valley Air Pollution Control District for various PARCS projects. EXECUTIVE SUMMARY PARCS was awarded grants for various park projects that require appropriation of funds in FY2016 totaling $146,100. This includes $52,100 from the State of California Department of Parks and Recreation for Martin Ray Reilly Park, $50,400 from the State of California Department of Transportation Environmental Enhancement and Mitigation Program for Romain Playground Park, and $43,600 from the San Joaquin Valley Air Pollution Control District (SJVAPCD) Public Benefit Grant program for the purchase of electric utility vehicles for the PARCS Department. BACKGROUND The City of Fresno PARCS Department was awarded grants that require the appropriation of funds in the FY2016 budget in order to complete the projects and purchase equipment. The projects include the following: 1. The State of California Department of Parks and Recreation awarded a grant of $3,165,365 for the construction of Martin Ray Reilly Park. The park was completed under budget at a cost savings of $294,100. PARCS received approval from the State to utilize the funds to construct shade structures over the picnic tables to provide much needed shade for park users. PARCS is requesting to appropriate $52,100 of the grant funds to the FY2016 budget for additional amenities. 2. The State of California Department of Transportation Environmental Enhancement and Mitigation Program (EEM) awarded a grant of $350,000 for a new public restroom, trees, and field irrigation improvements at Romain Playground Park. The State has approved PARC's request to extend the grant to January 15, 2015 and allow the City to utilize up to $50,400, the balance of the funds, to install new energy efficient windows at the recreation center and complete the project. 3. On October 30, 2014 the City Council authorized the submittal of a grant application to the San Joaquin Valley Air Pollution Control District Public Benefit Grant. The program assists public agencies with the purchase of clean air alternative-fuel technologies and use of low - or zero-emission vehicles in public fleets. PARCS has been awarded $43,600 to purchase four new John Deer electric utility vehicles. The zero emission vehicles will benefit the air-quality in Fresno and allow park maintenance staff to work more effectively in maintaining Fresno parks. ENVIRONMENTAL FINDINGS In accordance with California Environmental Quality Act (CEQA) Guidelines Section 15378, the purchase of equipment (utility vehicles) does not qualify as a "project" for the purposes of CEQA. LOCAL PREFERENCE Local preference was not considered because this resolution does not include a bid or award of a construction or services contract. FISCAL IMPACT There is no impact to the General Fund. The grants will directly benefit the construction of park projects, and the purchase of the zero-emission utility vehicles. Attachment: AAR
