(Subject to Mayor's veto) ..Body RECOMMENDATION Staff recommends that the City Council adopt the 7th Amendment to the Position Authorization Resolution No. 2019-134, to add one position to the Security Unit of the Administration Division in the Information Services Department (ISD). EXECUTIVE SUMMARY ISD is requesting that the Council adopt a resolution approving the addition of one (1) permanent position to the Administration Division in FY 2020. The recommended resolution will add one Senior Network Systems Specialist (Sr. NSS) to the City's Cyber Security function. ISD has identified the need for the addition of this position to help ensure the safety and security of the City's electronic information and records. BACKGROUND Over the past few years ISD has been investing heavily in security tools to help protect City data, however, these tools can only do so much. It is expected that the need for information security will only increase in order to keep up with the growth, in scale, complexity and prevasiveness of external threats. ISD has identified a Sr. NSS as the appropriate classification to be specifically focused on administering network-centric security tools. As the department continues to improve our security posture, the need for this position has become critical. The Department is currently utilizing members of the existing Sr. NSS staff who work on these security issues part-time. This approach, while barely adequate in the past, no longer provides the necessary oversite and dedicated management of City's cybersecurity function. The recommended Resolution would amend the Position Authorization Resolution with the addition of one Permanent position in the Information Services Department to help serve the needs of the City's Cyber Security effort. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378, this item does not qualify and is therefore exempt from the California Environmental Quality Act requirements. LOCAL PREFERENCE Local preference does not apply to the projects included in this report as this is a rebudget item only. FISCAL IMPACT The new position(s) will result in increased salary and benefits cost of approximately $20,200 annually. There is no net impact to the General Fund in FY 2020. This fiscal year's costs will be paid for from the current FY 2020 budget where there are sufficient budgeted funds to support the additional position cost.
