SPEES, Director, Strategic Initiatives Office of the Mayor & City Manager SUBJECT ..Title Approve an amendment with Fresno County Economic Opportunities Commission for homeless employment program services, decreasing the contract amount to $76,122 ..Body RECOMMENDATION Recommend Council approve an Amended Agreement for Homeless Employment Program between the City of Fresno (City) and Fresno County Economic Opportunities Commission, (Contractor) for homeless employment program services under the Homeless Emergency Aid Plan (HEAP) to include an amended effective of October, 1, 2020; a modified Scope of Services and modified Budget in the amount of $76,122. EXECUTIVE SUMMARY On January 30, 2020, the City of Fresno awarded a contract to Fresno County Economic Opportunities Commission for a Homeless Employment Program with a 17-month agreement in the amount of $100,053.90. Due to the COVID-19 pandemic and emergency order to shelter-in-place, the program was suspended. Contractor is now prepared to begin the program with an amended effective date, and modified scope of services and modified budget that reflect the reduced term of the agreement from 17-months to 9-months. BACKGROUND On March 14, 2019, City Council approved a Revised Spending Plan for City of Fresno's HEAP funds in the amount of $3,105,519.90 in HEAP Funding awarded by the State of California Coordinating and Financing Council to the City of Fresno on December 20, 2018. The spending plan included funding for seven (7) homeless services projects including this contract for a homeless employment program. Responsibilities of the HEAP Homeless Employment Program Contractor include: 1.) Providing employment opportunities to individuals experiencing homelessness currently or within the previous 12 months; 2.) Providing referrals to the workers for housing and supportive services; 3.) Assisting the workers to obtain permanent and/or improved employment opportunities; and 4.) Provide participants with the opportunity to complete a common assessment for the Coordinated Entry System. This contract was put out to bid as required by the City's procurement process, providing potential contractors the opportunity to present proposals. Two proposals were received. A Selection Committee met to review and discuss the proposals on January 6, 2020. The Committee unanimously affirmed Fresno County Economic Opportunities Commission as a qualified vendor presenting the highest value with an experienced and qualified team. ENVIRONMENTAL FINDINGS This item is not a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Local preference was not implemented because this is an amendment to an existing agreement. FISCAL IMPACT There is no increase in net City cost associated with the recommended action. There is no matching contribution requirement for these funds. Funds will be available for homeless services through June 30, 2021.
